This senior level position focuses on maintaining and developing Apex’s municipal services for public and private clients. The Leader manages and grows the municipal services in the North Dakota market, setting short‑ and long‑term revenue goals, monitoring project budgets, recruiting key staff, and pursuing new project and client opportunities.
Responsibilities- Manage all aspects of client relationships, discuss potential project opportunities, review RFPs and contracts.
- Establish and maintain key strategic partnerships to win work and deliver quality municipal and infrastructure design and construction services.
- Collaborate with other sector leaders on pursuits and staffing.
- Follow and maintain strategic plan initiatives and goals for the ND municipal sector and the company.
- Mentor project engineers in contract development, project profitability and risk management.
- Participate in business development and marketing activities related to municipal services with potential new clients and existing municipal clients.
- Attend appropriate conferences and professional seminars to promote the company and grow ND municipal services.
- Coordinate and direct project pursuit efforts by participating in prospecting, positioning, proposing, and performance for projects that could significantly impact sector revenue.
- Participate in municipal leadership team meetings.
- Hires and recruits strategic positions to meet company or sector growth goals.
- Use effective communication skills in settings such as public meetings and professional seminars.
- Provide the Municipal Sector Leader with financial and progress reports on ND municipal operations.
- Stay current on civil engineering technical advancements and recommend to the Municipal Sector Leader as appropriate.
- Follow company employee handbook and mandated safety policies.
- Perform responsibilities with a conscientious, legal, and ethical approach and strong attention to detail.
- Work independently and collaboratively within a multidisciplinary team environment.
- Participate in professional organizations and community leadership programs.
- Travel and out‑of‑town stays may be required.
- May frequently require more than 40‑hour work weeks.
- Other duties as assigned.
- Bachelor’s degree in civil engineering.
- 10+ years of municipal engineering experience with 7+ years of project management, primarily within the State of ND.
- Licensed engineer in North Dakota.
- Preferred experience with municipal engineering, construction, and public works/utilities in ND.
- Experience working with public agencies located in North Dakota.
- Experience developing business and managing personnel in the consulting engineering industry is preferred.
- Active involvement in appropriate professional organizations.
- Proficient with Microsoft Windows/Office (Word, Excel, Outlook, PowerPoint).
- Excellent written and verbal communication skills.
- Detail‑oriented, self‑motivated, with strong interpersonal and organizational skills.
- Valid driver’s license or ability to obtain one.
- Operate a computer under normal ergonomic office conditions.
- Communicate verbally and in writing.
- Lift and move objects up to 25 pounds.
- Prolonged periods of standing and walking may be required.
- Work required and scheduled hours must be met.

Base Salary Pay Range: $125,000 - $175,000 (Actual base pay is dependent on several factors, including experience, education, licensure, job location, and internal equity).
