Job Duties

ESSENTIAL DUTIES: Performs administrative and supervisory work necessary to assist in the coordination and supervision of the parks maintenance districts, construction crew, facility maintenance crew, graffiti removal and vector control crews and tree trimming programs of the Parks Operation section. Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City. Attendance at work is an essential function of this position. Works under the direction of the Assistant Director – Parks Operations. Exercises supervision over parks operations personnel. Manages and supervises assigned operations to achieve goals within available resources. Schedules, organizes and directs work plans and reviews performance of the sections of the parks operations section.

Trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. Lays out daily work schedules and assigns tasks to appropriate individuals, crews or combination of crews, and coordinates the completion of the same. Provides necessary supervision, direction, and assistance to crews at work sites.

Enforces policies, regulations, and safety and health standards. Assists in preparing budget documents, supervising purchasing and managing personnel issues for the seven park districts, construction, facility maintenance, sports complex, warehouse, and tree trimming subsections of the parks operations section. Supervises and trains regular and seasonal employees in all aspects of turf management including mowing, weeding, edging, fertilizing and use of pesticides and herbicides.

Maintains responsibility for equipment maintenance and repair of all turf management and other small departmental equipment. Assists in scheduling and organizing maintenance projects for various city recreation facilities. Assists in coordinating the division’s involvement in special events including Memorial Day, Freedom Days, Outdoor Summer Theater, and other special events as requested. May reschedule and reorganize work crews to assist in special or emergency projects while continuing to fulfill the section’s primary obligations.

Performs related duties as required.

Qualifications
  • Bachelor’s degree in Turf Management, Agriculture or a related field and/or seven (7) years of increasingly responsible experience in parks maintenance or construction trades with at least three (3) years of first level supervisory experience, or any equivalent combination of education and experience.
  • Valid Commercial Drivers License or ability to obtain such within 60 days of employment.
  • Extensive background checks required.
  • Ability to obtain a public applicator license for pesticides/herbicides.
  • Journeyman sprinkler license or ability to obtain such within 90 days of employment.
  • Extensive knowledge of equipment, materials and supplies used in grounds maintenance.
  • Thorough knowledge of turf management, park horticulture and related materials, equipment and practices.
  • Some knowledge of construction trades (plumbing, electrical, and administrative carpentry).
  • Skill in managing a large regular and seasonal work force involved with diverse projects in various locations.
  • Ability to respond to emergency and special project needs with support from appropriate crews while still performing the section’s primary mission.
  • Extensive knowledge of fertilizers and chemicals used in grounds maintenance.
