This is a full-time position with benefits. This position is responsible for managing and directing the operations of the Water System’s Field Operations. We are seeking a strategic and results-driven leader to oversee our Water Distribution System operations. The ideal candidate will bring technical knowledge in water distribution and a passion for leading high-performing teams. This role requires a dynamic individual who is intentional about mentoring, staff development, and fostering a culture of continuous learning and professional growth within the team.

Major

duties include but are not limited to:
  • Plans, organizes and directs all activities and personnel to include infrastructure maintenance, customer response and development review activities and personnel.
  • Establishes operational standards and methods for water distribution operations; develops and implements related policies and procedures.
  • Oversees the field operations customer communication program to ensure high-quality interactions, proper scheduling of future work at customer properties, and timely follow-up to confirm satisfaction, address concerns, and communicate next steps.
  • Prepares divisions’ annual budget request; monitors expenditures; reviews and approves purchase requests; and provides capital improvement project guidance and cost control.
  • Implements and provides program oversight of the asset management strategy for water distribution infrastructure.
  • Oversees divisions’ contract work; inspects work for quality and compliance with FCWS Standards.; prepares/reviews technical specifications and bid packages for equipment, supplies and services and assures proposed development projects meet county, state, and federal standards and safety requirements.
  • Oversees safety compliance and the training program to ensure acquisition of technical skills.
  • Responds to inquiries from customers, the County Administrator, and other departments.
  • Oversees the AMI Enhanced Monitoring Program.
  • Serves as a representative at water industry and profession association meetings, Board of Commissioner meetings and various committees.
  • Perform all other assigned duties.
  • Knowledge required by the position:
  • Knowledge of standard leadership, management and supervisory practices.
  • Knowledge of water system operations.
  • Knowledge of water chemistry and distribution hydraulics.
  • Knowledge of computer modeling, database management, statistical analysis, algebra, geometry, and trigonometry.
  • Knowledge of all federal and state water regulations related to public water systems.
  • Knowledge of Advanced Metering Infrastructure and utility billing.
  • Skill in the development and management of annual and capital improvement plan budgets.
  • Skill in contract negotiations.
  • Skill in the analysis of construction plans and specifications.
  • Skill in project management.
  • Skill in public and interpersonal relations.
  • Skill in oral and written communication.
  • Minimum qualifications:
  • Knowledge and level of competency commonly associated with completion of baccalaureate degree in a course of study related to the occupational field such as Engineering, Business Administration, or Public Administration.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five to seven years’ experience or service.
  • Possession of or ability to readily obtain a valid driver's licenses issued by the State of Georgia for the type of vehicle or equipment operated.
