The Finance Director performs complex managerial and leadership work in planning, organizing, and executing the financial activities of the Mid‑Carolina Regional Council (MCRC). This position leads the processes for budgeting, receiving, disbursing, and accounting for revenues and expenditures for the organization, as well as leading and managing compliance with federal and state procurement.

  • Thorough knowledge of North Carolina General Statutes governing local government financial practices and procedures as well as the principles and practices of public finance administration, governmental accounts, governmental purchasing, and payroll systems.
  • Thorough knowledge of grant guidelines and requirements: both Federal and State.
  • Ability to conduct long‑range fiscal planning.
  • Ability to design and prepare analytical and interpretative financial statements.
  • Ability to effectively manage, develop, and engage staff to deliver excellent customer service through increased training, responsibility, productivity, morale, and retention.
  • Ability to work effectively with a diverse group of stakeholders to coordinate and manage a comprehensive set of programs.
  • Proven successful in a culture of high performance expectation and personal accountability with a track record of developing the departmental standards as an accomplished financial professional.
