Job Description

The Procurement Director oversees the procurement of all goods and services, assists departments with processes, cost savings opportunities and is responsible for the development and implementation of policies and procedures by adhering to all guidelines of the Procurement Ordinance.

Essential Functions
  • In charge of acquiring all goods and services for Florence County and its Unified Fire Districts.
  • Sign off on all purchase orders (PO).
  • Sign off on all contracts as assigned by Deputy Administrator.
  • Assists departments with obtaining quotes for purchases.
  • Initiates, administers, manages, and oversees invitation to bids and request for proposals (RFP) or request for qualifications (RFQ).
  • Oversees and approves all request for quotes.
  • Conducts employee evaluations.
  • Leads and develops procurement personnel.
  • Oversees surplus auctions.
  • Generates weekly solicitation reports.
  • Coordinates various meetings for pre-cons, etc.
  • Updates Standard Operating Procedures for Procurement as needed and the County’s Procurement Code.
  • Conducts price analysis to determine bids/proposals/quote awards.
Non-Essential Functions
  • Oversees incoming and outgoing mail and mail contracts.
  • Oversees order distribution to various County Complex departments.
  • Performs all other related duties as required.
Qualifications:

Education and Work Experience
  • Requires a Bachelor’s Degree in business, finance, or accounting and/or five years of experience in centralized procurement operations. An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is sufficient. Government experience preferred but is not a requirement.
  • Must have strong communication and analytical skills.
  • Must have a valid South Carolina driver’s license.

  • The employee must have the ability to travel up to 10%.
