Position: Highway Maintenance Worker - Crew Foreman (61035548)

Overview

Actively supervises a crew of workers in paving operations, including digging out and back filling to prepare roadways for resurfacing, placement of bituminous materials in skim patching operations, installation of pipe for sideline and cross line ditches or other drainage channels, and specialized operations such as building turn lanes, crossovers, and pouring concrete for curbs, gutters, and sidewalks. Maintains daily time reports of employees, completes mileage reports, daily work reports, monthly reports, and various other reports of work completed, materials used and equipment used, and enters this information into the HMMS computer program.

Conducts safety inspection training on equipment used by the maintenance crew to ensure equipment is kept in good working order and maximize productivity with minimal downtime.

Evaluates employees under supervision using the EPMS computer program and in a correct way to make recommendations for promotions and/or disciplinary actions. Investigates complaints from the general public and determines what action is needed to correct problems. Assists in emergency and inclement weather operations, which may include extended working hours or 12-hour shifts.

Responsibilities
  • Supervise a crew in paving operations and related construction activities (digging, back filling, skim patching, drainage installation, turn lanes, crossovers, concrete for curbs, gutters, and sidewalks).
  • Maintain and enter labor, mileage, and materials data into HMMS; produce daily, monthly, and other relevant reports.
  • Provide safety inspection training for equipment and ensure gear is maintained to minimize downtime.
  • Evaluate employees using the EPMS program and recommend promotions or disciplinary actions as appropriate.
  • Investigate public complaints and determine corrective actions.
  • Assist in emergency and inclement weather operations, including extended schedules if required.
Qualifications
  • Three and one-half (3.5) years of related work experience. Relevant education may substitute for the experience requirement.
  • Necessary Special Requirement: A valid motor vehicle operator’s license is required upon entry to the position. Requires attainment of a Class A Commercial Driver s License (CDL) within six (6) months of placement in the position.
Physical Requirements

The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and environmental hazards.

May be required to work outside of normal work schedule, especially during inclement weather and/or other department emergencies. Frequently exposed to outside environments in all weather conditions, noise, and oil or grease on a daily basis.
