Overview

Under the direction of the Accounts Payable Supervisor, this position is responsible for performing a variety of tasks related to Accounts Payable (A/P) and other accounting functions in support of the Board of County Commissioners (BOCC) and the Clerk of the Circuit Court (Clerk).

The role requires effective communication with co-workers, management, and the public in a courteous and professional manner.

This is a non-exempt position as defined by the Fair Labor Standards Act (FLSA).

STARTING SALARY WILL NOT EXCEED 10% OF THE BASE SALARY
  • Processes accounting and financial transactions in compliance with all applicable rules, regulations and procedures; duties may vary according to job assignments.
  • Use mathematic procedures in making rapid, accurate calculations using basic math and arithmetic to add, subtract, multiply and divide in the development and verification of routine calculations.
  • Perform pre-audit and process accounts payable for the BOCC and Clerk.
  • Prepare, verify, test, audit, and reconcile documents such as purchase confirmation letters, petty cash request reimbursements and miscellaneous invoices.
  • Balance BOCC and Clerk A/P vouchers for check runs each week; perform data entry of BOCC and Clerk A/P vouchers.
  • Perform scanning/indexing of A/P vouchers for both BOCC and Clerk.
  • Assist supervisor in the recommendation and implementation of procedures to improve the efficiency and productivity of the accounts payable Division of Finance.
  • Establish a good rapport with BOCC departments with questions concerning account payables processing regarding payments. Provide guidance and direction to BOCC personnel so they may research payment information independently.
  • Reconcile vendor statements and coordinate payments of outstanding purchase orders.
  • Review, approve and process travel expense vouchers and issue reimbursements per approved policy.
  • Assists in the preparation of audit schedules/work papers, including interim fieldwork and year-end audits.
  • Assist supervisor on special projects, process non-routine requests.
EDUCATION and/or EXPERIENCE

Associate degree with course work emphasis in accounting, finance, business or a related field; supplemented by three years of accounting and fiscal experience is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

KNOWLEDGE, SKILL, and ABILITIES
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and their application to a variety of accounting transactions and problems on a daily basis.
  • Knowledge of general office procedures and practices including skills in keyboarding and adding machine.
  • Knowledge of the County’s Administrative Code.
  • Knowledge of Excel, Word, Outlook, as well as basic Windows. (Must be computer literate).
  • Ability to become acclimated with the Uniform Accounting Systems Manual published by the Department of Financial Services (DFS).
  • Ability to make complex and varied arithmetic computations and tabulations rapidly and accurately.
  • Ability to understand and carry out oral and written instructions.
  • Possess and maintain a valid Driver's License.
  • Complete Background Check of Florida Crime Information Center (FCIC)/ National Crime Information Center (NCIC).
  • Past Employment Verification.
