Town of Fort Myers Beach is seeking an experienced and detail‑oriented Contracts & Procurement Manager to join our team. This position plays a key role in ensuring the Town’s purchasing and contracting processes are transparent, efficient, and compliant with applicable laws and policies.

Position Summary

The Contracts & Procurement Manager is responsible for overseeing and managing the Town’s contract administration and procurement functions, ensuring compliance, efficiency, and fiscal controls.

Responsibilities
  • Primary point of contact for contract and procurement activities, assisting departments.
  • Draft, review, and coordinate routing of contracts, amendments, renewals.
  • Maintain centralized tracking of contract records and deliverables.
  • Lead solicitation process: draft RFP, ITB, RFQ, ensure documentation compliance.
  • Coordinate bid postings, evaluations, tabulations, and award documentation.
  • Collaborate with Finance Department for budgets, funding, grant compliance.
  • Monitor vendor performance and contract compliance, addressing deficiencies.
  • Participate in long‑term planning for procurement scheduling and contract forecasting.
  • Assist with vendor evaluation, bid tabulations, award documentation for accuracy and timeliness.
  • Track key contract dates (renewals, expirations, deliverables, insurance).
  • Identify and communicate contract risks and opportunities to leadership.
  • Lead development and implementation of procurement and PO processes, including accounting system workflows.
  • Coordinate with legal staff for compliance with laws, policies, risk mitigation.
  • Create and update SOPs, templates, checklists for standard practices.
  • Prepare regular reports for Finance and Executive Leadership on status and compliance.
  • Support annual audit process by providing documentation.
  • Provide training to staff on procurement policies and contract standards.
  • Identify opportunities to improve procurement efficiency and vendor accountability.
  • Attend assigned meetings and perform emergency response tasks as directed.
Requirements

Education, Certification, and

Experience:

  • Bachelor’s degree in public administration, finance, business, legal studies, or related field.
  • Minimum three years of contracts management or procurement experience in public sector or compliance setting.
  • Municipal or government operations experience preferred.
  • NIGP-CPP certification highly desirable.
  • Florida Certified Contract Manager highly desired.

Knowledge, Skills, and Abilities:

  • Public sector contracting, procurement practices, and regulatory compliance.
  • Understanding of Town Procurement Ordinance and ability to enforce it.
  • Municipal budgeting, basic accounting, project coordination.
  • Contract structure, key terms, lifecycle management.
  • Competitive solicitation processes and vendor selection.
  • Strong organization, time management, attention to detail.
  • Excellent written and verbal communication.
  • Proficiency in Microsoft Office and learning ERP systems.
  • Ability to develop SOPs and templates.
  • Effective interpersonal and collaboration skills.

Physical Requirements: Some standing, bending, lifting up to 20 lbs; extended desk work.
