Senior Test Engineer/Scenario Architect

Torch Technologies is seeking a Senior Test Engineer/Scenario Architect to assist the F‑35 Partner Support Center, 350th Spectrum Warfare Wing (350 SWW), at Eglin AFB, Florida. The 350 SWW is the technical focal point for all electronic warfare (EW) support of warfighter systems for the Combat Air Forces (CAF). The mission of the 350 SWW is to develop and test mission data (MD) to defeat enemy radar and infrared‑guided missile systems, thereby enhancing aircrew and aircraft survivability in combat.

As a Senior Test Engineer/Scenario Architect, your duties will include the following:

Responsibilities
  • Provide expert advice and assistance planning T&E activities
  • Determine system performance requirements
  • Develop test objectives and measures of effectiveness (MOEs)
  • Develop test methods and detailed test procedures, specifying data requirements
  • Identify instrumentation and test support equipment requirements
  • Prepare test plans and directives
  • Create data collection forms and logs
  • Coordinate alongside test support agencies and ranges, and other related T&E planning tasks
  • Provide advice and assistance to the PSC test directors by designing test scenarios and profiles
  • Develop COIs, MOEs, and MOPs; develop instrumentation requirements and plans
  • Design data collection and management plans using DOE methodology
  • Provide advice and assistance to PSC project managers, system engineers, and operations analysts to ensure data collected satisfies COIs, MOEs, and MOPs, is statistically and operationally significant, and within funding and operational constraints
  • Prepare concept of test briefings; organize and participate in test plan working groups
  • Draft test plans and coordinate draft test plans
  • Provide expert engineering advice and assistance for the execution of tests and evaluation activities, including mission scheduling, developing GO/NO GO criteria, briefing aircrew and test support personnel, monitoring system operation, recording data, collating and cataloging test MD, asset control, data reduction, and preparing written status reports for Government approval; perform quick‑look analysis to determine mission effectiveness
  • Provide engineering advice and assistance for the reporting of program and T&E activity data, interpretation of system performance data; apply test results to test objectives and MOEs, and support other analysis tasks
  • Support writing technical reports containing purpose, background, approach, results, and recommendations
Required Qualifications
  • U.S. Citizenship
  • Master's degree in a technical/engineering discipline with at least 8 years of engineering experience (or a BS degree plus 2 years of experience)
  • Analytical, methodical, and detail‑oriented
  • Experience with mission data development and testing for the F‑35
  • Ability to recognize and analyze problems, conduct research, summarize results, and make recommendations
  • Working knowledge of computer systems, Windows PCs, and Microsoft Office; strong oral and written communication skills
  • Active Secret Clearance required to start work and must be maintained throughout employment
Preferred Qualifications
  • Master's degree with at least 10 years of engineering experience
  • Previous experience in RF integration, EM spectrum management, antenna design, and digital signal processing
  • Knowledge of EW weapons systems development, test and evaluation, and systems engineering
  • Expertise in EW, EM spectrum, computer software, threat warning, RF jammers, EO/IR jammers, expendables, threat analysis, foreign/US radar or weapon systems, airborne EW computer software, avionics, systems integration, electronics engineering concepts and principles
