Environmental Consultant

This is an advanced highly professional environmental position, which serves as Contract Manager for numerous Agency Term Contracts for the Petroleum Restoration Program (PRP). The incumbent must be highly independent, possessing creative judgment applied to high-level goals and objectives of the PRP.

• Assists in developing and sharing guidance associated with implementing the Agency Term Contracts and processes on the Agency Term Contract Team. Provides technical assistance, consultative services and direction for development, implementation and evaluation of eligibility programs.
• Directs and coordinates the development and provision of direct legal, financial, and contract negotiation support to the PRP for major procurements including Quoting Performance Based Cleanup (QPBC) Scopes of Work, as required.
• Manages significant contractual formation and management; provides contractual domain expertise in negotiation, implementation, execution and administration of very complex contracts.
• Manages assigned contracts during their term, audits contracts for compliance and provides excellent customer service.
• Using the analysis tool and other information sources, tracks customer usage of contracts and strives to continually deliver great value.
• Periodically reviews assigned contracts within the PRP and recommends modifications.
• Performs all duties required for loading and managing contracts in My Florida Market Place .
• Responds to requests from government, private firms, and the public concerning program/project activities.
• Performs other related duties as required

• Knowledge of state procurement statutes and rules, specifically Chapter 287, F.S. and Rule 60A-1, F.A.C.
• Knowledge of contracting system procedures and requirements.
• Knowledge of data collection, evaluation and analysis to solve problems and develop recommendations for improvement of area management practices.
• Knowledge of strategic sourcing best practices and negotiation strategies.
• Knowledge of My Florida Market Place  (MFMP) and the Vendor Bid System (VBS).
• Skill in providing technical assistance to address various levels of system needs including financial analysis, negotiation strategies and document preparation.
• Skill in working with staff at all organizational levels.
• Skill/proficiency using a computer including Microsoft Office (Word, Excel, PowerPoint, Access).
• Skill in creating and making presentations.
• Skill in communicating effectively, both orally and in writing.
• Skill in providing great customer service to both internal and external customers by dealing with people in a tactful and courteous manner.

• At least four years of verifiable related experience. Post-secondary degrees in environmental sciences or one of the natural sciences from an accredited university or college may be used as an alternative for the required four years of experience on a year-for-year basis.
• Valid Driver License.

Minimum of three (3) years of regulatory inspection/compliance/permitting/site management or other closely related environmental program work.

Annual Salary: $54,000.00 - $63,471.36 (commensurate with experience)
