- New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

- The Department of Military Affairs is paid on a monthly basis.
- This position is a Cooperative Agreement position.
- As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.
- Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.
- A High School Diploma or equivalent; AND
- Four (4) years of professional, full-time-equivalent experience in Engineering, Construction, or related field.
- Education may substitute for experience a year-for-year basis.
- Serves as liaison with professionals. Coordinates with building and regulatory officials concerning various construction and regulatory laws and regulations. Coordinates with the Department of Military Affairs, architects, engineers, and contractors.
- Assists in the estimation and acquisition method of labor and materials for construction projects, consulting in pre-construction planning, preparing purchase requisitions, scheduling material delivery, contacting and coordinating with outside vendors, and preparing production schedules and profess reports.
- Prepares documentation for construction project scope development, solicitation, advertisement on the VS, pre-bed execution, and bed opening execution.
- Performs construction related field inspection work, to include verification of survey, elevations, GIS mapping, and geospatial verification.
- Knowledge of the principles, techniques, materials, and equipment used in building construction
- Knowledge of engineering design, construction, project closeout, and operations
- Knowledge of common ASTM testing methods and current construction test result standards
- Skilled in the use of Microsoft Office programs such as Word, Excel, and Power Point
- Ability to professionally interface with Senior Military Leadership and provide the appropriate level of customer service
- Ability to plan, organize, and coordinate building construction project activities
- Ability to understand construction contracts and work with Contracting Branch throughout the development, execution, and closeout phases of construction
- Ability to respond to inquiries by staff, vendors, and contractors or disseminate inquiries to the appropriate office in order to support timely execution of construction
- Ability to analyze and interpret engineering data
- Ability to review constructability of engineering and architectural plan
- Ability to monitor and inspect building projects
- Ability to communicate engineering information and understand the chain of responsibility as it applies to such information
- Ability to establish and maintain effective working relationships with others
- Ability to understand and apply applicable rules, regulations, policies, and procedure
- Able to travel at least 30% of the time with some overnight stays
