OverviewPosition Overview and Responsibilities: The Environmental Consultant ) is an advanced environmental professional position in the Division of Environmental Assessment and Restoration’s Water Quality and Restoration Program, Ground Water Management Section in Tallahassee. The incumbent will coordinate activities implementing the state’s Total Maximum Daily Load (TMDL)/Watershed Management Program through the development and implementation of restoration plans, known as Basin Management Action Plans (BMAPs) covering Outstanding Florida Spring (OFS) systems.
The incumbent handles a variety of assignments and represents the Program in internal and external meetings. The role requires extensive stakeholder outreach, independent judgement and problem-solving, critical thinking, and highly effective communication and interpersonal skills.
Responsibilities include: Work with Department staff and stakeholders to establish locally supported BMAPs, facilitate consensus-building and group decision-making, organize meetings, lead discussions, prepare agendas, background papers, maps, tables, presentation materials, and other documents. Coordinate with TMDL and BMAP development contractors to provide a basis for decision-making in developing and implementing BMAPs. Formulate basin-specific approaches to stakeholder participation, contact stakeholders individually by phone, e-mail, or other means, and ensure minutes, action items, and tasks are completed.
Maintain e-mail distribution lists for specific basins to inform stakeholders of TMDL/BMAP-related meetings and disseminate information. Ensure program and District Office staff are informed and involved in BMAP development, manage projects supporting BMAP development, prepare draft BMAPs or BMAP sections reflecting stakeholder input, and coordinate with the Department and stakeholders toward local acceptance, Department approvals, and Secretarial adoption of BMAPs.
Involvement and Coordination
Responsibilities include: Coordinate activities with stakeholders (e.g., nutrient source inventories or draft BMAPs) and participate in TMDL development. Prepare informational materials for the public and internal use; develop maps, tables, calendars, templates, and other documents to strengthen stakeholder support. Organize workshops and briefings, make presentations to governmental agencies, local officials, the public, and other interested parties. Organize and participate in basin stakeholder meetings and assist other Basin Coordinators in local decision-making processes.
PlanMonitoring and Reporting
Responsibilities include: Ensure that BMAP implementation meetings and reporting requirements occur as identified in adopted BMAPs and related plans. Initiate meetings and communications with stakeholders and Department staff on the status of actions identified in BMAPs, water quality results, and other environmental responses. Provide summary progress reports and information to Program and Division managers on actions in approved BMAPs and related plans.
OtherDuties
Responsibilities include: Serve as facilitator, team leader, or member of approved teams to ensure completion of tasks. Assist water management district (WMD) staff, local governments, and federal agencies in incorporating priority water quality improvement projects and budgets in planning documents (e.g., watershed restoration plans). Review and comment on WMD SWIM Plans, BMP manuals, and related efforts for urban and agricultural nutrient source protection.
Assist in developing and implementing financial assistance agreements, contracts, and grants related to water quality restoration. Perform other duties as assigned.
