Job Description:

The Oracle Developer will design, develop, and maintain Oracle-based financial applications, including Florida PALM and FLAIR. This role involves hands‑on PL/SQL development, Oracle Forms/APEX, ETL processes, Oracle Fusion Middleware, and ensuring compliance with State accounting practices and PCI standards.

• Design, develop, test, and deploy applications using Oracle Forms, Oracle APEX, and PL/SQL.
• Develop and maintain PL/SQL scripts, stored procedures, triggers, and database packages.
• Manage and optimize Oracle database objects, schemas, and performance.

• Support integration with Florida PALM and FLAIR systems.
• Configure and manage Oracle Fusion Middleware components (Web Logic, OHS).
• Implement secure and compliant application deployments.

• Perform ETL operations between internal systems, applications, data warehouses, and external platforms.
• Ensure accurate data extraction, transformation, and loading according to business rules.
• Collaborate on data mapping, validation rules, and transformation logic.
• Implement data quality checks and error handling.

• Ensure adherence to State of Florida accounting practices.
• Maintain PCI compliance, application security, and data protection standards.

• Work with business and technical stakeholders to gather requirements and deliver solutions.
• Provide application support, enhancements, and troubleshooting.
• Create and maintain technical documentation, SOPs, and weekly project reports.
• Coach and mentor junior team members.
• Participate in project meetings and provide regular status updates.

• Bachelor’s/Master’s in Computer Science, Information Systems, or related field (or equivalent experience).

• 5 years of hands‑on experience with:

• Oracle Forms, Oracle APEX

• Oracle PL/SQL development

• Oracle Database performance tuning

• Experience with Oracle Fusion Middleware (Web Logic Server, Oracle HTTP Server).

• Experience integrating with enterprise financial systems (PALM/FLAIR preferred).

• Understanding of client’s accounting technical practices.

• Experience ensuring PCI compliance in application development.

• Strong communication and documentation skills.

• Oracle certifications are a plus.

• Experience with FLAIR or Florida PALM.
• Experience with Oracle REST Data Services (ORDS).
• Familiarity with Agile methodologies, version control, and CI/CD.
• Background in government or public sector environments.
• Knowledge of application and data security best practices.
