• Minimum of 5 years experience in business process reengineering and documentation in a professional financial discipline.
• Experience describing multiple past uses of business process tools and their successful deployment.
• Knowledge of financial management best practices transferable to organization financial practices.
• Ability to produce legible and complete functional documentation capturing business processes, inputs/outputs.
• Ability to analyze and accurately define processes and workflows to design efficient information solutions, including identifying missing or duplicate functionality.
• Effective collaboration with users and project teams to identify and document requirements for the maintenance, enhancement, or development of computer application systems, including technical overviews and context diagrams.
• Development and management of business and information systems technical documentation in accordance with client standards.
• Knowledge of relational database theories and concepts.
• Skill in testing complex applications and interpreting whether requirements and designs were met.
• Planning, organizing, coordinating, and prioritizing work assignments for self and lower-level analysts.
• Accurate preparation of schedule estimates for requirements analysis and computer programming tasks in a maintenance environment.
• Effective collaboration with Project Managers, Business Analysts, Data Analysts, and Technical Architects to build efficient, viable solutions in the maintenance of business applications.
• Preparation of complex computer program specifications.
• Preparation of computer program test plans and creation of test databases and test environments.
• Interpretation and communication of technical information related to computer programming and data processing, both verbally and in writing.
• Advanced skills with Microsoft Word, Excel, PowerPoint, and Visio.
• Experience with accounting and financial computing applications and monitoring complex interfaces with external systems.
• Knowledge of Agile Project Management methodologies and practices.
• Knowledge of the SCRUM Framework.

• SCRUM Master or Product Owner certification.
• QA review skills and ability to provide valuable feedback ensuring standards are met and documents are complete and comprehensive.
• Knowledge of mainframe programming languages, computer systems and supporting software.
• Skill in data conversion techniques, data cleansing approaches and validating data relationships.
• Basic knowledge of Unified Modeling Language (UML) and supporting enterprise tools for documentation of business processes and data lineage, requirement collection, test script development, and traceability.

• Participate in determining the impact on client assets from implementing the Florida PALM standard business process model, chart of accounts, and People Soft solution; produce deliverables such as business process diagrams, narratives, requirements, program specifications, technical impact analyses.
• Use subject matter expertise, industry methodologies and best practices, and automated tools to analyze and recommend changes to complex financial-related business processes to align with the Florida PALM solution.
• Detail data element inputs and outputs for client assets interfacing with FLAIR, including manual data entry, scripting solutions, batch uploads, extracts, interfaces, and reports.
• Prepare specifications communicating client-specific functional requirements for the FPST transition; address dependencies with other interfacing assets and external stakeholders; oversee development of testing strategies, data scenarios, and test plans.
• Assist in business process redesign and documentation to support ongoing FPST efforts.
• Collaborate with functional and enterprise system support staff during technical assessments of internal financial-related systems and interfaces to the Florida PALM solution.
