General Description of Duties
Starting placement will generally not exceed 15% of the advertised initial salary range and is based on qualifications, experience, and internal equity.
The Solid Waste Technician assists the division in providing safe, efficient, and cost‑effective solid waste disposal and recycling service within local, state, and federal environmental guidelines for Leon County Solid Waste. The Technician operates a variety of heavy, mobile, and stationary equipment and screens waste for prohibited materials. This position is necessary to meet Florida Department of Environmental Protection Solid Waste permits.

EssentialDuties
Must be familiar with groundwater rules; monitors groundwater systems; collects samples in accordance with regulations; coordinates sampling and reporting.
Maintains methane gas well sites, collects gas samples quarterly, and coordinates gas reporting to meet DEP requirements.
Performs annual maintenance of the leachate collection system, keeps leachate clean‑outs clear of debris, ensures continual operation of pump stations, and facilitates five‑year jet pumping of systems.
Operates and maintains heavy equipment such as front‑end loaders, skid steers, off‑road dump trucks, loaders/backhoes, road graders, mechanical sweepers, mechanical vacuums, and track and wheeled excavators.
Screens waste for prohibited materials, assists with storage of tires, yard waste, and mulch, and manages landfill vegetation and slopes to standards.
Provides support for staff positions upon absence, including scale house attendant duties.
Knowledge, Skills & AbilitiesKnowledge of basic solid waste management operational permit conditions; acceptable and prohibited waste; occupational hazards associated with SWMF operations; components and parts of equipment that require inspection and daily service.
Skill in operating a variety of heavy equipment and transport trucks; operating a variety of heavy mobile and stationary equipment.
Ability to read, write, perform simple mathematical calculations; follow oral and written instructions; establish and maintain effective working relationships with others; make independent judgments; read and understand operator's manuals, policies and procedures; coordinate hands and eyes while performing multiple functions at once; pay close attention to details.
Minimum QualificationsRequires a high school diploma or GED and two years of job‑related experience. A Class A license is required.
NecessarySpecial Requirements
This position requires training and the successful completion of an FDEP Waste Screening/Spotter course to be completed upon hire.
Other Necessary RequirementsAll Leon County employees (full‑time and part‑time, OPS, and PRN) are required to work before, during, and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.
