DescriptionPosition Summary/Objective:
The Low Income Home Energy Assistance Program (LIHEAP) Client Services Specialist is responsible for facilitating and processing LIHEAP assistance to eligible clients in need of assistance.
- Complete the required number of applications per day as set by the Utility and Housing Assistance Coordinator.
- Screen and determine eligibility of clients.
- Determine the amount of assistance awarded to each client based on established guidelines of eligibility.
- Efficiently communicate with Energy Providers, Property Owners, Landlords and Mortgage Companies to make commitments on behalf of qualified clients to resolve crisis situations and prevent disconnection or interruption in utility services.
- Enter client information into client tracking intake program(s) and update information as required.
- Maintain individual electronic client files with proper documentation while adhering to all confidentiality standards and guidelines.
- Address and/or revise files that are returned for clarification and/or correction upon review by the Utility and Housing Assistance Coordinator.
- Maintain an accuracy rate of 90% or higher with client eligibility and benefit awards.
- Complete forms, reports, and paperwork in a timely and comprehensive manner as required.
- Represent the Agency in a positive manner and provide respectable client service to all participants.
- Make appropriate referrals to clients for the services needed.
- Keep current on community services offered.
- Initiate community services with selected clients.
- Meet with the Utility and Housing Assistance Coordinator as needed to review client issues.
- Adhere to all agency policies and procedures.
- Attend all meetings as required in a punctual, professional, and contributory manner.
- Notify supervisor immediately of any safety concerns.
- Participate in Agency activities as required.
- Perform other duties as assigned.
- High School Diploma or GED.
- Associate’s degree preferred or demonstrate on‑going consistent efforts toward acquisition of AA degree.
- Florida Family Development Credential (preferred).
- Client Services training as required.
- Excellent oral and written communication and organizational skills.
- Basic arithmetic skills (add, subtract, multiply and divide).
- Ability to interpret various forms of income verification information received from clients.
- Flexibility to update and adjust to policy, procedure, and schedule changes as warranted by program needs and/or decisions from Florida Commerce and other related funding services.
- Proficiency in a Microsoft Windows environment and ability to use Agency software within one month of hire.
- Ability to read and interpret documents such as safety rules, operation instructions, and procedure manuals.
- Sensitivity to the needs of the low‑income community, culturally competent skills, and understanding of the impact of poverty on families.
- Strong organizational, accountability, and independent work skills.
- Ability to establish rapport with staff and families and empower them by building on their strengths.
- Collaborative, creative, problem‑solving environment skills.
- Bilingual (Spanish/English) preferred.
- Valid Florida driver’s license.
- Reliable transportation for work‑related travel, including nights and out of town.
- Insurable under SUSs organizational policies.
