Position Overview

The Lead Construction Quality Control Manager (CQCM) is responsible for overseeing and managing the Quality Control Program on Alliant Construction's federal construction projects. This role ensures compliance with all contract specifications and regulatory requirements, including USACE's Three-Phase Control System, EM 385-1-1, and UFGS standards. The CQCM works closely with project management, field teams, subcontractors, and government representatives to ensure that work is performed to the highest standard of quality.

Qualifications

  • 5+ years of quality control experience on federal construction projects within the last 15 years.
  • USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) certification (current).
  • Solid understanding of USACE EM 385-1-1, UFGS, OSHA 1926, and federal construction protocols.
  • Strong communication and leadership skills with experience coordinating multiple trades and subcontractors.
  • Proficient in reviewing construction drawings, specifications, and technical submittals.
  • Highly organized, detail-oriented, and capable of producing comprehensive and compliant documentation.

Essential Job Duties and Responsibilities

  • Serve as the primary quality representative on federal construction job sites for Alliant Construction.
  • Implement and manage the Three-Phase Control System (Preparatory, Initial, Follow-Up) for each definable feature of work in accordance with USACE and NAVFAC requirements.
  • Develop and maintain the project-specific Quality Control Plan (QCP) and ensure its application throughout all phases of construction.
  • Review drawings, specifications, and submittals for contract compliance and quality assurance.
  • Lead and document daily QC activities, including inspections, testing, and coordination with third-party testing labs and special inspectors.
  • Facilitate and document all preparatory meetings, QC inspections, and deficiency tracking.
  • Ensure that materials and workmanship meet all contractual and regulatory standards before progressing to the next phase of work.
  • Act as the primary liaison with federal Quality Assurance Representatives (QARs), design teams, and client stakeholders.
  • Manage non-conformance reports (NCRs), corrective actions, punch lists, and closeout documentation.
  • Maintain and submit project documentation through systems like RMS 3.0, QCS, or other government-specified platforms

Preferred Qualifications:

  • Bachelor's degree in Construction Management, Engineering, or related field (or equivalent field experience).
  • Experience using RMS 3.0, QCS, or other government quality management platforms.
  • Previous success managing vertical and horizontal construction, including sitework, utilities, structural systems, and building envelopes.
  • Familiarity with Design-Build project delivery and LEED or sustainability standards.
  • Additional certifications such as CHCQM, ICC, or LEED AP are a plus.

Physical Requirements:

  • Ability to conduct field inspections, walk and stand on active construction sites for long periods.
  • Able to lift and carry up to 50 pounds and work in all weather conditions.
