Duties As a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC), GS-0101-12, you will coordinate response activities when a sexual assault is reported within their area of responsibility. Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response SAPR Victim Advocates VA at the tactical e.g., command level, SARCs will serve as team leads for SAPR VA teams.
SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to, be supervised, and evaluated by, and have direct and unimpeded access to the Supervisory Principal SARC.SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.
Serve as the single point of contact to coordinate response activities and oversee both military and civilian SAPR VAs in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their AOR. Ensure that SAPR VAs are applying best practices associated with victim advocacy, social service principles, and behavioral theories. Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense and Service policy, to include conducting risk screenings and non-clinical safety assessments, coordinating with relevant on-base and off-base resources, accepting official reports of sexual assault, and preparing the "Victim Advocate Recommendations to the Commander" in the absence of a SAPR VA or as requested by the victim in accordance with policy.
This work involves Privacy Act and Controlled Unclassified Information and is therefore highly sensitive in nature. Serve as the single point of contact for command notification regarding sexual assault reports within their AOR and have unimpeded access to the victim and subject's Commander. Provide expert guidance to SAPR VAs on the completion of the "Victim Advocate Recommendations to the Commander," finalize the recommendations package and provide to victim's Commander for decision.
Guide SAPR VAs in their efforts to implement mandatory standardized risk screening protocols to address immediate and ongoing risk and safety concerns and develop tailored interventions that address the needs of individual victims. Advise SAPR VAs on how to prioritize confidentiality and informed consent standards when advising the victim on the purpose of any information shared during each interaction, ensuring to advise the victim on the protections and exceptions to confidentiality per Military Rules of Evidence 514 "Victim Advocate - Victim Privilege," and DoD Sexual Assault Advocate Certification Program Professional Code of Ethics, and applicable guidance.
Inform victims of the resources available and manage reports of retaliation, reprisal, ostracism, maltreatment, or to request a transfer in accordance with DoD and Service policy. Ensure victim assistance and follow-up contact is provided by the SAPR VA until offense disposition is complete or the victim no longer wants to receive SAPR services. Assist victims to identify and prioritize referrals and SAPR program resources tailored to their unique needs, prioritizing victim self-determination and informed decision making.
Employ complex trauma-informed practices to provide emotional support, ensuring victims feel respected, heard, and understood. Provide culturally responsive services that empower marginalized individuals and adapt support strategies to align with the cultural, social, and personal contexts of each victim. Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database within the applicable time frames, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality.
Advise applicable internal and external stakeholders, including other SAPR personnel, law enforcement, legal professionals, healthcare providers, and community organizations to facilitate a cohesive approach in sexual assault cases and foster collaboration. Serve as a SAPR subject matter expert in interdisciplinary meetings and initiatives within the AOR and in the community as assigned by the Supervisory Principal SARC. Performs other duties as assigned.
