Position: Policy Developer (Hybrid)

Overview

The California Independent System Operator (ISO) manages the flow of electricity across high-voltage power lines that make up 80 percent of California's power grid. We safeguard the economy and well-being of 30 million Californians by operating the grid reliably 24/7. As the impartial grid operator, the ISO opens access to the wholesale power market and provides equal access to 25,865 circuit-miles of power lines, promoting diverse resources and lower prices.

The ISO operates independently to manage the electron traffic on a grid we do not own, ensuring electricity is delivered safely, reliably, and on time. The ISO is committed to health, safety, and work/life integration, offering flexible work arrangements. This position is available on-site or hybrid within commuting distance. What You Will Be Doing

The Policy Developer actively participates in developing ISO market changes to achieve a low carbon electric system that serves electricity customers while ensuring the ISO tariff provisions provide sufficient resources with the right attributes for reliable and efficient grid operation. The role shapes policy development in areas such as:

  • Enhancing ISO markets and policies to enable efficient development, retention, and dispatch of an optimal fleet of transmission and distribution connected resources
  • Developing enhancements to resource supply adequacy and procurement provisions
  • Developing new market rules and products to enable new resource technologies and distributed energy resources to participate in the ISO market and provide grid services
  • Decarbonization of the electricity and transportation sectors
  • Operational, environmental, and cost benefits from a larger regional electric grid
  • Customer adoption of new technologies to efficiently manage energy use

This role partners with internal teams, industry participants, and stakeholders through the policy development process. It ensures that resource supply adequacy provisions and new resource types work efficiently with the ISO’s market design. It advocates California ISO policy positions in the development of new state and federal regulations.

Responsibilities
  • Participates in meetings with internal and external stakeholders, considers input, addresses concerns, and communicates proposed actions
  • Evaluates, proposes, and assists in developing enhancements to ISO markets for efficient operations and grid reliability
  • Identifies technical and regulatory barriers and creates solutions to integrate distributed energy resources into the ISO market
  • Identifies improvements to resource adequacy and procurement provisions
  • Evaluates and assists in developing ISO positions on policies considered by public agencies (e.g., FERC and state agencies)
  • Engages in regulatory proceedings to represent ISO policies and positions
  • Communicates issues and proposed enhancements in writing and orally; develops white papers; contributes to tariff filings; presents to internal and external audiences
  • Leads cross-departmental teams and projects including regulatory reports, filings, and responses
  • Coordinates with implementation teams to plan and implement market enhancements with appropriate trade-offs
  • Analyzes policy flaws or barriers to efficient operation of current or future ISO energy and ancillary services markets
  • Ensures revisions to policies meet organizational needs; collaborates to develop policies and procedures for efficient markets and reliable grid operation
Qualifications

Level of Education and Discipline

  • A Bachelor’s degree (BA, BS) or equivalent in Economics, Engineering, Business, or related field
  • Master’s Degree or Ph.D. desired

Amount Of Experience

  • Equivalent years of education and training plus two or more years related experience

Type Of Experience

  • Prior experience performing policy analysis related to commodity markets using economic and engineering principles
  • Policy development or regulatory processes at federal or state levels, or similar
  • Experience writing and presenting technical proposals and reports to regulators, executives, or board members
