The Public Works Department is recruiting for one (1) Environmental Specialist I/II in the Waste and Recycling Division - Recycling section. The role involves providing technical assistance, inspections, and enforcement within the community, focusing on program development and record keeping. This recruitment is solely for the Recycling section, not for Household Hazardous Waste or Stormwater. The ideal candidate enjoys varied tasks, including outdoor labor, office work, and public interaction.

Under supervision, the Environmental Specialist I/II will perform operational tasks related to environmental services, applying best practices to ensure regulatory compliance, public health, and pollution prevention. Senior Specialists will oversee lower-level personnel.

Distinguishing Characteristics

The Environmental Specialist I (salary range M49: $66,273.20 - $83,952.90 annually) is an entry-level position, performing routine duties under close supervision. With experience, duties become more diversified and performed under general supervision. This class can advance to Environmental Specialist II after one year of full-time service and demonstrating proficiency.

The Environmental Specialist II (salary range M46: $69,586.86 - $88,150.55 annually) is an experienced/journey-level role, capable of independent work, handling more complex data analysis and reporting, and distinguished from the Senior level by the scope of responsibilities. Classification depends on qualifications and experience. This position is non-exempt and part of the Local 39 IUOE union.

Typical Duties
  • Gather, review, and organize environmental data.
  • Maintain records of environmental programs, including reports, grant applications, and presentations.
  • Coordinate with other agencies on environmental regulation and compliance.
  • Analyze data and prepare reports.
  • Develop and conduct public education and outreach activities.
  • Provide information to the public, contractors, and staff regarding regulations and programs.
  • Serve as a resource on best management practices.
  • Prepare regulatory reports and represent the City at meetings and public presentations.
  • Stay current with relevant laws and regulations.
  • Assist in developing and managing program budgets.
  • Attend workshops and training for professional development.
  • Perform fieldwork in the functional area.
  • Perform related duties as assigned.
Specific Function Duties

Recycling

  • Administer recycling programs, including policy development, participation tracking, and enforcement.
  • Promote recycling through outreach and marketing.
  • Provide guidance on waste and recyclables management.

Household Hazardous Waste

  • Collect and sort household hazardous waste.
  • Manage hazardous materials programs, including policy, participation, and audits.
  • Respond to waste spills and test, package, and dispose of hazardous materials.
  • Promote household hazardous waste recycling programs.
  • Provide information and guidance on hazardous materials management.

Stormwater

  • Manage Stormwater Quality Program, including permitting, inspections, enforcement, and data reporting.
  • Investigate stormwater violations and develop watershed activities.
  • Coordinate enforcement actions and prepare technical reports.
  • Train staff on NPDES permit requirements.
  • Maintain digital maps and assist with ordinance revisions.
