This role is designed for early- to mid-career federal acquisition professionals looking to apply and deepen their experience in small business coordination, pre-award acquisition support, and vendor outreach.

The Analyst will review and refine critical pre-award documentation—including DD2579s, Subcontracting Plans, and 8(a) Sole Source Offer Letters—in coordination with Contracting Officers, Program Managers, and Small Business Professionals. Anticipated Salary Range: $105,000 - $115,000. This range represents Polaris’ good faith estimate of the salary for this position, based on the role’s location, scope of responsibilities, and market benchmarks. Final compensation will be determined at the time of offer and may vary depending on a number of factors, including but not limited to: the candidate’s relevant education, certifications, years of experience, specialized skills, and internal equity considerations.

  • Conduct quality assurance reviews of DD2579 Small Business Coordination Records, verifying justification, socioeconomic code selection, and FAR/DFARS alignment.

  • Collaborate with Contracting Officers and Program Teams to ensure all small business documentation is complete and accurate prior to release or award.
  • Market Research & Vendor Vetting
  • Use federal databases (SAM.gov, FPDS, DSBS, GSA eLibrary) and internal vendor systems to identify capable small businesses.
  • Draft market research summaries supporting set-aside decisions.
  • Validate vendor socioeconomic status, NAICS alignment, and technical capabilities following outreach or matchmaking events.
  • Small Business Advocacy & Outreach
  • Assist in planning and executing 4–5 external and 2–3 internal outreach events annually.
  • Monitor the OSBP workflow inbox, triage acquisition-related requests, and coordinate appropriate responses.
  • Stay up to date on FAR/DFARS changes, SBA guidance, and DoD OSBP policy updates; communicate key impacts to stakeholders.
  • Reporting & Program Analysis
  • Contribute to the preparation and submission of monthly and quarterly reports, including Small Business Achievement Reports and Acquisition Forecasts.
  • Track vendor engagement and outreach performance metrics; support internal reviews and DoD OSBP data calls.
Required Qualifications
  • 5–7 years of federal acquisition experience (GS-1102 series or equivalent contracting/acquisition support roles).

  • Demonstrated working knowledge of FAR Parts 5 (Publicizing), 7 (Acquisition Planning), 10 (Market Research), and 19 (Small Business Programs).
