OverviewWe are seeking an experienced Catapult Acquisition Program Manager to support the Defense Threat Reduction Agency (DTRA), Information Technology Directorate (IT), Catapult Program of Record Office. This position will provide Systems Engineering & Technical Assistance (SETA) oversight of program requirements and milestones.

- Provide advice to Catapult Program Office personnel supporting acquisition and business operations in the Catapult PMO
- Assist with the strategy and development of follow-on support contract to IMAX and other acquisition related activities
- Provide advice to Catapult Program Office personnel preparing acquisition strategies and plans, assist in drafting market research strategies and market research inquiries, assist in analyzing market research results, and assist in preparing draft market research reports;
Provide outside points of view and advice regarding developments in industry and academia specifically related to the DTRA mission. - Provide expert assistance, understanding of acquisition processes, and specific domain knowledge to assist the program office in drafting acquisition and contracting documentation required to successfully compete, award, and execute multiple support contracts.
- Prepare draft documents that reflect technical and operational requirements for Catapult PM approval;
Provide advisory and assistance support throughout the acquisition lifecycle. - Provide expertise to Catapult Program Office members that will improve the operations and efficiency of the Catapult Program and enhance the programs office’s employees’ ability to develop and provide solutions to complex problems and deliver acquisition and business solutions.
- Assist with preparing draft pre-award documentation including Statements of Work (SOWs) and PWSs, Independent Catapult Program Office Cost Estimates (IGCEs), Quality Assurance Surveillance Plans (QASPs), results-oriented performance measures and Acceptable Quality Levels (AQLs), Justifications and Approvals (J&As), Determination and Findings (D&Fs), Source Selection Plans (SSPs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), TORs, business clearances, and other pre-award documentation.
- Analyze adherence to established, integrated program management schedules for operational activities that support Catapult Program Office.
- Contribute to technical working groups and interchange meetings, program management reviews, and requirements review meetings.

Required
Education and Experience:
- A bachelor’s degree from an accredited college or university in an engineering, scientific, business, or equivalent field.
- A minimum of 8-10 years of government acquisition experience with at least 3 years in a program office.
- Experience implementing project management principles and managing, tracking, and coordinating a wide range of actions, documents, and tasks through completion.
- Experience using official program documentation for managing acquisition programs in line with regulatory and legislative guidance (i.e., DoDD 5000.02).
- Experience in technical writing and documentation of complex technical concepts.
Physical Requirements: Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require ability to work with a computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing.
Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
