Duties Help This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Supervisory Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:
* Leads the Interagency Coordination and Policy Directorate responsible for assisting the Director for MDA Strategy, Plans, and Resources in representing Missile Defense Agency (MDA) Director with the United States Government (USG) Interagency.
* Assists the Interagency Coordination and Policy Directorate as the Agency's principal interlocutor with OSD (Policy) and other Executive Branch organizations for missile defense strategic and policy-related activities.
* Monitors and analyzes new laws, issuances, guidance, policies, and trends to assess impacts on MDA activities and make recommendations to senior leadership.
* Informs and provides strategic advice to MDA executive leadership, program offices, and other stakeholders on issues related to missile defense strategy and policy. Guides interactions between MDA stakeholders and Executive Branch organizations.
* Develops recommendations based upon in-depth analysis of issues, knowledge of MDA's functional areas, and consideration of overall missions, budgetary constraints, technological advances, political environment, and human resources.
* Provides oversight and contributes to legislative-related activities related to missile defense strategy and policy issues, to include the developing and directing responses to Congressional Requests for Information, Questions for the Record, and briefing requests.
* Lead efforts to provide missile defense expertise and analysis to U.S. Interagency stakeholders, to include timely and comprehensive responses to queries and requests for information. Analyzes and develops responses to policy planning activities to include such strategic policy documents as the National Defense Strategy, Missile Defense Review, and Defense Planning Guidance.
* Establishes/maintains relationships and communication channels with appropriate DoD and other U.S. government agencies.
* Represents the DZ with members or representatives of the USG Interagency, OSD, the Joint Staff, the military departments, Defense Agencies, and other governmental and international entities. Inform and advise other MDA offices responsible for strategic communication and external engagements (Congressional Affairs, Public Affairs, Warfighter Interface) to ensure communications are aligned with national missile defense policies and coherent with Policy & Interagency Affairs engagements and messaging.
* Performs other duties as assigned. As a supervisor, a full range of supervisory responsibilities for subordinates is performed at least 25% of the time.
* Assigns work to subordinates based on priorities, difficulty of assignments, and the capability of employees; provides technical oversight and instruction on administrative matters; develops performance plans and rates employees; interviews candidates for subordinate positions; recommends hiring, promotion, or reassignment; takes disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees; provides and/or arranges for needed development and training.

* Must obtain/maintain Special Sensitive/Top Secret-SCI security clearance. Qualifications You may qualify at the 04 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 4 out of the 5 specialized experience listed below to be qualified:
* Experience in U.S. National Security and missile defense policy and strategies and missile defense programs.
* Understands and interprets national security and missile defense policy in order to advise MDA functional and program efforts.
