Position: Assistant Director, Benefits & Employee Wellness

Assistant Director, Benefits & Employee Wellness

Responsible for directing overall operations of the Benefits and Wellness Department, supervising staff, managing the district's self‑funded benefit plans, ensuring compliance with federal and state laws (ACA, COBRA, FMLA, HIPAA), maintaining confidentiality, and providing leadership on policy design and vendor relationships.

Job Tasks
  • Manage the District's self‑funded benefit plan for approximately 3,200 eligible employees; lead bid processes, develop and coordinate requests for proposals, negotiate contracts, and oversee implementation.
  • Oversee third‑party administrators for medical, dental, life, disability, flexible spending, COBRA, deferred compensation, pharmacy benefits, the online benefit enrollment system, and the Employee Health & Wellness Program (EH&W) to ensure effective plan administration and contract compliance.
  • Maintain knowledge of applicable federal, state, and local laws and regulations related to employee benefits (COBRA, ACA, FMLA, HIPAA, IRS); review and analyze impacts, recommend appropriate measures, and ensure annual notifications to employees are provided.
  • Act as the authorized signatory for deferred compensation plan distributions, loans, and hardship withdrawals.
  • Lead and manage the Benefit Staff, providing training, guidance, performance evaluations, project assignments, quality assurance, and documentation of procedures to achieve efficiency and accuracy.
  • Develop, implement, and communicate department strategies and objectives in support of the District's mission.
  • Manage and oversee the Employee Health & Wellness Program, including wellness, lifestyle health, employee clinic, and Employee Assistance Services; promote the program to the community and facilitate implementation.
  • Serve as the District's HIPAA Compliance Officer, ensuring compliance, maintaining Business Associate Agreements, and providing annual training per regulatory requirements.
  • Manage compliance with the District's leaves of absence policies and retirement programs.
  • Attend work and arrive in a timely manner.
  • Review and analyze information pertinent to premium rate renewal calculations and plan design changes; develop, recommend, and implement new plans and administrative strategies to maintain a quality benefit plan and contain costs.
  • Facilitate Benefits Committee meetings, prepare reports and recommendations to support plan change decisions, and assist in annual negotiations.
  • Analyze, track, and reconcile the monthly benefits budget; process and authorize monthly carrier/provider bills for payment.
  • Refine, create, interpret, and prepare recommendations and justifications for changes to contracts, agreements, policies, procedures, administrative guidelines, and plan documents; review related documents for consistency and accuracy.
  • Manage the open enrollment process by developing project plans, delegating tasks, creating documentation, and producing employee communication materials.
  • Provide oversight to align the District's wellness programs with the organization’s benefit strategies and strategic plans.
  • Develop and maintain benefits services internet and intranet websites.
  • Perform other duties as assigned.
Qualifications
  • Bachelor’s degree in Human Resources, Finance, Business or related field required.
  • More than five years of experience in benefit administration.
  • Equivalent combination of experience and education accepted.
  • Criminal background check required for hire.
  • Certified Employee Benefit Specialist (CEBS), Certified Benefits Professional (CBP), or other total rewards certification desired.

Compensation & Benefits

Pay Range: $103,727 – $133,288 per year (based on qualifications and experience). Hours/day: 8. Work calendar days: 260. Duration:
Ongoing. Benefits include health insurance, dental insurance, life insurance, PERA retirement, paid time off, short‑ and long‑term disability, and optional benefit elections.

Preferred Start Date

During the week of 11/17/2025; candidate may start as late as 12/1/2025.
