SUMMARY: Responsible for directing overall operations of the Benefits and Wellness Department including staff supervision and benefit and wellness programs. Manages the District's self-funded medical and dental benefit plans, group and voluntary life insurance, vision insurance, cancer insurance, home and auto insurance, short- and long-term disability plans, deferred compensation programs, flexible spending account plans, leaves of absence and retirement programs, wellness programs, and vendor relationships.

Assures compliance with federal, state, and local laws and regulations including ACA, COBRA, and FMLA. Maintains confidentiality of employee records in accordance with HIPAA and District policies. Provides leadership, expertise, insight, and recommendations for policy and plan design changes based on cost, legal requirements, and strategic direction.

JOB TASKS:

  • Manage the District's self-funded benefit plan for approximately 3,200 eligible employees; oversee bid processes, develop RFPs, negotiate contracts, and implement plans.
  • Direct third-party administrators for medical, dental, life, disability, flexible spending, COBRA, deferred compensation, pharmacy benefits, online enrollment, and the Employee Health and Wellness Program (EH&W).
  • Interpret and apply federal, state, and local laws related to employee benefits (COBRA, ACA, FMLA, HIPAA, IRS), review impacts, and recommend compliance measures.
  • Act as the District's authorized signor for deferred compensation plan distributions, loans, and hardship withdrawals.
  • Supervise benefit staff: train, evaluate, assign projects, maintain quality assurance, document procedures, and implement new processes for efficiency and accuracy.
  • Develop, implement, and communicate department strategies and objectives in support of the District's mission.
  • Oversee the Employee Health and Wellness Program (EH&W), including wellness, lifestyle health, employee clinic, and Employee Assistance Services.
  • Serve as the District's HIPAA Compliance Officer; maintain Business Associate Agreements and provide annual training as required.
  • Ensure compliance with district leave of absence policies and retirement programs.
  • Analyze premium rate renewal calculations and plan design changes; collaborate with the Benefits Committee to recommend and implement new plans and strategies.
  • Facilitate Benefits Committee meetings, prepare reports, and present recommendations for plan changes during annual negotiations.
  • Analyze, track, and reconcile the monthly benefits budget; authorize monthly carrier/provider bills for payment.
  • Refine, create, and interpret contract changes and policy updates; review legal summary plan documents for accuracy.
  • Manage the open enrollment process: create project plans, delegate tasks, produce enrollment documentation, and develop employee communication materials.
  • Align wellness programs with the district's benefit strategies and organizational plans.
  • Develop and maintain Benefits Services web presence on the district intranet.
  • Perform other duties as assigned.

EDUCATION, EXPERIENCE, AND LICENSES

REQUIRED:

  • Bachelor's degree in Human Resources, Finance, Business, or related field required.
  • More than five years of experience in benefit administration.
  • Equivalent combination of experience and education accepted.
  • Criminal background check required for hire.
  • Certified Employee Benefit Specialist (CEBS), Certified Benefits Professional (CBP), or other total rewards certification desired.
