Overview
Quality Assurance Manager role
-site, full-time position supporting projects with the U.S. Army Corps of Engineers (USACE).
- Provide overall on-site administrative and technical Quality Assurance Management program for a wide range of Site Civil construction activities.
- Organize and direct construction Quality Assurance inspections and related activities within assigned areas of responsibility on Civil construction projects.
- Interact and be the primary contact for inspectors and day-to-day quality assurance inspection functions, coordinating with client’s resident representatives on jobsite activities.
- Attend and/or support meetings and teleconferences, prepare correspondence, and maintain official construction site records; conduct meetings to resolve problems and brief management personnel as needed.
- Notify the client’s resident representatives of critical issues affecting CMS Task Order performance or human health and environment.
- Implement and maintain the Quality Assurance Program to ensure construction activities comply with design, specifications, and industry quality standards.
- Review contractor submittals for completeness and compliance with specifications; monitor Submittal and RFI review process.
- Provide technical consultation and direction to lower-level technicians and inspectors.
- Conduct inspections, investigations, and tests of considerable complexity to determine compliance with contract plans, specifications, EM 385-1-1, and OSHA requirements.
- Oversee final inspections, prepare punch lists, and determine the completeness and acceptability of the Work.
- Prepare, resolve, document, and close out deficient and noncompliant installations; maintain the Quality Trend log.
Minimum Requirements:
- A degree in Engineering, Construction Management, or related field plus 4 years of relevant experience
- US citizenship is required due to the nature of the project
Preferred Requirements:
- 10+ years of relevant construction, QA/QC management and on-site inspection experience, including DoD/Site Civil projects
- Experience leading QA/QC and inspection of major site infrastructure and modernization projects
- Certified completion of a Quality Control Management Course (e.g., US Army Corps of Engineers) within the last 5 years
- Knowledge of construction practices, materials, installation methods, and interpretation of drawings and specifications
- Excellent interpersonal, supervisory, negotiation, and conflict resolution skills
- Strong written communication and presentation abilities
- OSHA 30 Certification
- EM 385-1-1 Certification
- Experience with Microsoft Office; scheduling software (P6, Microsoft Project); RMS/Kahua

up to 75% time on construction sites; occasional lifting and working in various outdoor conditions; PPE required
