Supervises and evaluates the work of subordinate staff to ensure 24-hour coverage.

Personnel Management: Effectively recommends personnel actions including hiring, disciplinary measures, performance evaluations, work schedules, and duty assignments.

Policy Enforcement: Administers personnel management and enforces departmental policies and procedures. Maintains accurate timekeeping, payroll, and leave records.

Health Services Oversight: Oversees the delivery of health services to ensure high-quality, timely, and appropriate care for incarcerated individuals.

Staffing Guidelines: Establishes and maintains staffing guidelines to ensure adequate nursing coverage across all shifts, including holidays and weekends.

Performance Evaluations: Ensures timely and objective completion of annual performance evaluations for all health services staff.

Nursing Workforce Planning: Oversees recruitment, retention, succession planning, and labor relations coordination.

Program and Policy Oversight and Development

Manual Development: Leads the development, implementation, and revision of the institutional Health Services Procedure Manual.

Meetings and Communication: Schedules and documents monthly nursing meetings; communicates nursing needs and concerns to other departments and administration.

Barrier Resolution: Identifies and resolves barriers to care delivery to improve access and health outcomes.

Compliance and Cost Evaluation: Promotes compliance with standards and evaluates service cost-efficiency while maintaining quality care.

Interdisciplinary

Collaboration:

Coordinates with medical, mental health, pharmacy, security, and administrative teams for seamless care delivery.

Committee Participation and Representation

Program Administration: Manages special health programs such as infection control, staff development, quality assurance, and utilization review.

Institutional Representation: Represents health services in management meetings and provides updates and data on healthcare operations.

Quality Improvement: Monitors clinical metrics, leads quality improvement initiatives, and participates in incident and review processes.

Leadership and Meetings: Attends leadership, nurse manager, and other relevant meetings to support departmental goals and communication.

Technology and Data Support

Electronic Health Record: Supports the implementation and optimization of the EHR system, including access control, documentation standards, and user training.

Public Health and Emergency Preparedness

Outbreak Response: Leads nursing components of outbreak response planning, including vaccination, screening, and infection control drills.

Emergency Coordination: Participates in emergency response efforts as a nursing system leader.

Education and Experience Requirements:

Graduation from an accredited college or university with a Bachelor's Degree in Nursing and three years of supervisory/management nursing experience, OR
Master's Degree in Nursing with one year of supervisory/management nursing experience, OR
Equivalent education and experience, with substitution rules as specified.

Licensure:

Licensure as a Registered Nurse in Iowa or a compact state, with inclusion of license number and expiration date in the application.

Note:

Compact license holders must obtain an Iowa license within 60 days.
