The employee in this role performs advanced professional and administrative work of more than average difficulty, which will involve stormwater asset management, GIS analysis, project management, design & permitting, contract negotiations, and construction engineering services for various stormwater and environmental projects. This position will co-manage the condition assessment program of critical stormwater assets and the surface water license regulatory compliance program with Broward County of multiple stormwater systems permitted throughout the City.

Work requires advanced project management and technical skills and the ability to effectively communicate with consulting firms, contractors, and city property owners. Responsibilities include the management of numerous projects, simultaneously, in various stages of development including planning, consultant selection, design, construction management, inspection and warranty administration.
This employment class is distinguished from the Project Manager I position by the larger scope and complexity of assigned projects, the additional experience and licensing requirements, and the level of independent decision-making required. Employees in this class perform a broad range of work assignments requiring the exercise of considerable initiative and independent judgment in assuring that activities meet high standards of service, are performed with the maximum effective use of resources, and that work is accomplished in accordance with accepted technical standards and in compliance with applicable rules, regulations and laws.

This is professional and administrative work that includes the planning, design, and construction of capital improvement projects as well as oversight of a wide variety of projects. This position supports managing and inspecting engineering construction projects within a City Department. A major emphasis is monitoring the work of engineering and architectural consultants and contractors engaged in the design and construction of a wide variety of projects.

MINIMUM REQUIREMENTS:

Have graduated from an accredited college or university with a Bachelor's degree
in Civil Engineering,Construction Management or other appropriate technical field.

Minimum three (3) years of progressively responsible post-graduate experience
in one or more of the following areas: planning, design and construction of public works projects; planning,
design
and construction of utility projects; planning, design and construction of private development projects; or other closely related project or construction experience.

Preferences:

At least three (3) years of experience in in the area of designing or managing municipal stormwater projects; or managing water, wastewater, or roadway projects.

Possession of a current license as a registered Professional Engineer (PE) in Florida (or EIT).

Possession of a current certification as a Certified Construction Manager (CCM).

Possession of a current license as a General Contractor or certification as a Project Management Professional (PMP).

Prepares required engineering designs, calculations, specifications, estimates, and technical reports for in-house design projects.
Prepares reports, memorandums, and related correspondence pertaining to contract and regulatory compliance.
