Starting Salary For This Position Is Within $ - $140,000 Annually

JOB SUMMARY:

Under the direct supervision of the Director, Chief Building Official or Designee, the incumbent's primary responsibilities include technical and administrative work in organizing and managing the plan review process, inspection activity, and administrative support functions in accordance with the Florida Building Code. The incumbent is also responsible for ensuring Development Services maintains exceptional customer service with the development, implementation and coordination of policies and procedures related to service functions and delivery.

The incumbent works with different levels of City management and supervises professional and clerical staff.

Emphasis of the work is on the familiarity of the Florida Building Code, the plan review process, inspections, the issuing of building permits, sub permits, outside agency coordination and the planning, organizing, directing, and enforcement of building and city codes with a high focus on customer service. This involves responsible management and complex professional work, including assisting the public by expediting the daily activities of the permitting process across multiple disciplines.

Work is performed with substantial latitude for the use of independent judgment and reviewed through conferences and written reports for results obtained. Performance is evaluated for adherence to City policies and attainment of desired goals and objectives through personal conferences and review of reports of operations. Supervision is exercised through various levels of subordinates over a variety of technical, professional, administrative, specialized, and clerical employees with assigned responsibilities in various phases of departmental operations.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

* Manages the daily permitting operations of the Department and ensuring professionalism is maintained and exceptional customer service is provided at all times;
Understands the goals of the department as it relates to customer service.

* Confers and coordinates with departmental representatives, as necessary, on matters pertaining to the permitting process, policies, and procedures.

* Addresses more complex customer problems directly (or in conjunction with City management) when customer problems cannot be resolved by lower city staff, or at the customer's request.  

* Analyzes customers' complaints, their permitting issues, and presents the results to the customer in a helpful, tactful manner.

* Assists in planning and directing permit activities;
Conducts customer service training sessions for city staff.

* Interprets regulations and standards and disseminates advice by responding to in-person and telephone inquiries from interested parties.

* Facilitates subordinates to investigate and resolve complaints received regarding alleged code violations.

* Reviews inspection reports and permit status; confers on further actions.

* Assists in instructing and training subordinates in inspection, permitting enforcement activities, and customer service.

* Prepares and maintains operational reports, records, and correspondence concerning the permitting process for the City.

* Understands and interprets the Florida Building Code, City code, ordinances, and procedures.

* Assigns chief inspectors to various special projects as needed.

* Reviews and analyzes reports, plans, and specifications submitted from department.

* Prepares material for updating the contractor/homeowner procedures manual staff and consultants to ensure compliance with prescribed standards and regulations.
