GeneralDescription
Under general supervision, the Construction Technician performs tasks related to the maintenance, operation and construction of the Municipality’s parks assets. Using technical education and experience, the incumbent has a strong understanding of technical construction processes and works with field and supervisory staff to develop and implement programs and initiatives relating to construction, maintenance, and operations within the Parks branch. The incumbent also provides technical support in short and long‑term work plans, contract administration, development agreements, capital plans, and report preparation (i.e., work progress, research findings) and recommendations.
Responsibilities- Provide technical support and assist with workflow coordination to ensure quality assurance.
- Complete or consult on technical and specialized work relating to the construction and repair of parks assets in a timely manner (e.g., technical input for proposed operational budgets).
- Assess operational processes and assist in developing new or revised procedures to improve effectiveness, efficiency, and safety.
- Maintain accurate inventory of construction materials and replenish as required for each operational project. This includes sorting, organizing, and keeping track of inventory of both new and utilized construction materials.
- Ensure that tasks are completed within regulations, standards, guidelines, and procedures.
- Provide coordination for all aspects of the technical area, including providing technical guidance and instruction to parks staff.
- Perform equipment operation such as, but not limited to, power mowers, sweepers, tractors, implements, backhoes/loader, trailers, air brake vehicles, snow blowers, and other rented or municipal‑owned equipment, as required.
- Support parks programs and winter operations as operationally required.
- Perform other related duties, as required.
Knowlege, Skills, and Abilities:
- Ability to communicate effectively, both verbally and in writing.
- Proven planning, problem solving, organizational, and interpersonal skills.
- Ability to troubleshoot and make complex decisions for which there is no set procedure.
- Self‑starter with the ability to work under minimal supervision, demonstrating responsibility and reliability.
- Ability to operate a variety of fixed and hand power tools.
- Ability to conduct field and technical research, prepare comprehensive reports and studies, and remain current with new and updated technology and industry practices.
- Demonstrable proficiency in the operation of Microsoft Office applications.
- Knowledge of municipal parks operations is an asset.
- Diploma in Construction Engineering Technology or related discipline, or a Journeyperson trade certification in carpentry, bricklaying, or horticulture landscaping is required.
- Five (5) years of experience in parks maintenance, landscape construction, or related field.
- Project Management certification is an asset.
- Proficiency with AutoCAD is an asset.
- Submission of a Criminal Record Check.
- A valid Class Five (5) Operator’s License is required as incumbent may be required to operate a personal or municipal vehicle for business use on a regular basis.
- Q‑endorsement (Air Brakes) is required.
- A valid Class Three (3) Operator’s License is an asset.
- Pre‑employment testing may be required as part of the interview process.
- Must be willing to work outside in all conditions.
- Must be medically and physically able to perform all duties of the position on an ongoing basis.
- Ability to work shifts and weekends is required, and may be required to undertake standby service on a rotating basis as assigned.
