Financial Analyst
CALIBRE Systems, Inc., an employee‑owned Management Consulting and Digital Transformation company, is looking for a Financial Analyst to support the Defense Working Capital Fund (DWCF) and General Fund operations for the Defense Information Systems Agency (DISA). The analyst shall provide financial, analytical, programmatic, and technical support, along with process improvement recommendations within the Transportation and Infrastructure Directorate, Operation Center, DISA.
LocationFt. Meade, Maryland. Candidate must live within a 50‑mile radius of Ft. Meade. Telework mix available.

Responsibilities- Assist with preparation of the POM, BES, and PB budget build and associated budget exhibits.
- Conduct detailed analysis and provide requested information and data to leadership and other program stakeholders in a timely and accurate manner.
- Support budget functions involving the formulation, justification, and/or execution of DISA Transportation and Infrastructure budget and other programs.
- Attend briefings, trainings, and conferences to assist in justifying and defending budget estimates.
- Analyze agency trends and developments in planning, programming, budget and execution processes concerning appropriations, funding priorities and workload management which supports overall program operations.
- Provide financial management and reconciliation support for DISN programs and associated process improvement support.
- Review procedures and processes for financial management issues; audit and inspection assistance; identify interrelationships (dependencies on other organizations); analyze system reporting capabilities and interfaces; identify problem areas; and analyze costs.
- Support budget execution functions by working with DISA program managers to prepare funding packages.
- Track, monitor, and reconcile unliquidated obligations (ULOs) and prior year funds.
- Prepare reports and briefs as requested using various financial data‑based and accounting tools.
- Develop and update Standard Operating Procedures (SOPs) as requested.
- Prepare, track, and monitor funding packages through execution and obligation.
- PPBE, POM, and/or Budget Execution experience.
- Ability to collect, organize, analyze data into useful information at senior leadership’s request.
- Working knowledge of Department of Defense (DoD) financial databases and processes.
- Ability to communicate effectively and efficiently with multiple stakeholders, and multitask and manage workload.
- Attention to detail, ensuring accuracy and completeness.
- Proficient Microsoft Office, including intermediate to advanced Excel skills.
- Excellent oral and written communication skills.
- Superior organizational and customer service skills.
- Ability to work independently as well as part of a team.
Desirable Experience
- DoD / Defense Information Systems Agency (DISA) experience.
- Active Secret Clearance required.
- Minimum 4 years’ experience in PPBE, POM, and/or Budget Execution.
- Bachelor's degree in a related field.
- Years of experience: 3 to 5 years.
- Level of education: 4‑year degree.
