Position: Mid-level Collection Management and Dissemination (CM&D) Support - USACIC

Overview

Mid-level Collection Management and Dissemination (CM&D) Support – USACIC for Celestar Holdings Corporation. The primary place of performance is Fort Meade, MD. Active TS/SCI clearance is required.

Responsibilities
  • The CM&D Support shall perform first review and editing of Intelligence Information Reports (IIR), averaging four to six pages long, and provide IIR Feedback and Instructional Assessments to CI teams.
  • Apply intelligence collection systems and capabilities to inform intelligence consumers of collection developments and relevance through a range of products.
  • Collaborate across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements for the customer.
  • Evaluate the efficiency and effectiveness of multi-INT collection against requirements; support the execution of collection plans and strategies to generate reliable and valid intelligence for customers.
  • Assess the value of collected intelligence against customer needs and decisions.
  • Use statistical, algorithmic, mining and visualization techniques to identify and interpret ISR data sources.
  • Manage large data sets, ensure data consistency, produce visualizations, and develop models to report findings.
  • Develop methods and criteria to evaluate whether collection requirements have been satisfied using MOEs, MOPs, responses to collection plans and other measures; provide feedback findings.
  • Identify collection gaps, related trends and opportunities; assess collection options, test assumptions, and provide judgments, recommendations and solutions to refine collection.
  • Produce analyses identifying gaps in collection methods and model future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.
  • Demonstrate proficiency in statistics and in statistical software such as Matlab, SPSS, SAS, S-PLUS, or R.
  • Graduate of an in-residence DoD/IC collection management course. (Collection Manager: SIA3 4.5.2.3).
  • Focus on decreasing vulnerability of US Army equities from CT and CI threats to personnel, equipment, facilities, and future technologies.
  • Assess intelligence from reporting; disseminate evaluations back to reporting elements and coordinate with analytical elements to identify information gaps and under-reported requirements.
  • Maintain reporting statistics and assess past collection to assist commanders in determining impact and shaping future collection.
  • Assess source placement, access, value, control, reliability, and credibility based on historical reporting and CM&D tasking from ACIC.
Qualifications
  • Minimum education and years of experience:
  • High School Diploma: 12 years of relevant experience (including recent experience).
  • Associates Degree: 10 years of relevant experience (including recent experience).
  • Bachelors Degree: 8 years of relevant experience (including recent experience).
  • Masters Degree or higher: 6 years of relevant experience (including recent experience).
  • Must be a graduate of Army Intelligence certifying courses or service equivalents; additional skill identifiers in intelligence are desired (e.g., 350F, Senior Leaders’ Course, etc.).
