Overview
This position is located in Defense Information Systems Agency, JSO/J8/OFF OF THE CHIEF FINANCIAL OFFICER (CFJ
12) at Fort Meade, MD.
- Gather, analyze, document, and manage stakeholder requirements, acting as a liaison between business stakeholders and development teams to translate clear capability needs and associated gaps.
- Orchestrate cross-functional teams to define scope, create schedules, manage risks, allocate tasks, ensure quality, communicate progress, and foster collaboration across organizations to facilitate informed senior leader decisions.
- Decompose Operational Requirement into high-level capability requirements for IT services/capabilities. Identify and prepare the documentation of the high-level requirements in a Capability Needs Statement.
- Provide feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Regularly brief senior leadership/staff on project status and significant developments.
- Contribute creative ideas and actively participate in team meetings, resulting in added value to the team s products and services. Ensure oral and written communications are clear, accurate, timely, and presented in a concise manner.
- Must be a U.S. Citizen.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Requires to obtain a Requirements Management Certificate Training (RMCT) Level B certification within 6 months.
- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
- This is a drug testing position.
- In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- Incumbent could be required to travel by scheduled or unscheduled commercial or military aircraft, or other appropriate means of transportation, as required.
- Basic Requirements: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
- Attention to Detail - experience reviewing IT-related work or data to ensure accuracy, completeness, and consistency with standards.
- Customer Service - experience maintaining relationships with customers, assessing IT needs, and developing IT products/services to meet customer needs.
- Oral Communication - briefing mid-level management and IT staff on status of IT systems, projects, or operations, including communicating technical information to a non-technical audience.
- Problem Solving - identifying alternatives to address complex IT-related issues by gathering information from multiple sources.
- In addition to meeting the basic requirement, qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position. - Specialized Experience at the GS-14 grade level is defined as:
Experience conducting business case analysis for IT systems, writing analysis reports or briefing technical concepts to executives, or leading cross-functional teams; IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.
- Veterans Preference:
Veterans preference does not apply under this Direct-Hire Authority (DHA). - This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.
- A one year probationary or trial period may be required.
