SummaryThis position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Senior Work Level III within the CES Occupational Structure.
Responsibilities- Provides authoritative professional technical and management direction in the development of test plans, reports, procedures, practices, and requirements to ensure interoperability and compliance with user requirements and performance standards.
- Development of new concepts, methodologies, and requirements for hardware and software applications in support of test programs.
- Provides technical, managerial, programmatic, and administrative supervision to individuals employed in professional engineering, scientific, and/or administrative occupations.
- Oversees subordinates efforts in initiating contractual support.
- Maintains continuing surveillance over these efforts through personal contacts and visits and review of bids, contractor proposals, specifications, progress reports, and allocated funding.
- Assures that any problems are properly resolved. Negotiates both formally and informally with appropriate representatives of the ongoing programs and/or systems within Division /department.
- Provides technical advice, guidance, assistance, and direction to organizational staff as well as other related/associated activities concerned with various aspects of interoperability testing and evaluation of internal systems.
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position requires you to complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR (b) (DoD 5500.7).
- This is an acquisition position within the DISA Acquisition Workforce.
- The incumbent must obtain Acquisition certification in the Test and Evaluation
Functional Area
at the Practitioner Functional Tier within 60 months of entry into this position. - This is a drug testing designated position.
- This position has been designated as Mission Essential. Incumbent may work from alternate locations for extended periods of time if mission requirements dictate.
- This position requires a Top Secret / SCI security clearance.

- Oral Communication: Briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
- Problem Solving: Identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
