Overview

Celestar Corporation is seeking a Senior CI Targeting Cell Support to support the U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance is Fort Meade, MD. ANTICIPATED AWARD:
April/May 2026. ANTICIPATED START:
May 14, 2026. PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years.

Responsibilities
  • The CI Targeting Cell Support shall develop CI leads, based on Command Operational Guidance or region-derived requirements, through open-source and classified source research.
  • Develop targets and target systems for joint lethal and/or non-lethal engagements. Develop target nominations, create database records, and databases target intelligence products.
  • Produce all-source analytic damage estimates and battle damage assessments; assist with combat assessment requirements.
  • Conduct collateral damage estimation, perform target list management, target strategy development, and provide joint target intelligence support to deliberate and dynamic target engagements.
  • Provide recommendations for target prioritization to achieve commander objectives for plans and operations.
  • Provide database nominations, create and update database records, and upload TMs into databases.
  • Provide function-specific counterintelligence leads to the supported element as a Target Nomination Package.
  • Prepare and provide to the supported element Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight operational potential where friendly and enemy elements intersect.
  • Provide research, analysis and recommendations regarding liaison efforts with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster cooperation and information sharing for future products.
  • HUMINT leads developed from CI leads shall be passed to the appropriate HUMINT elements for consideration.
  • Provide CI targeting methodologies training at the Fundamentals of Human Targeting Course (FHTC), up to 12 times a year, to 16 Government personnel per iteration.
  • Provide training on CI targeting methodologies to internal and external agencies up to 15 times per year with up to 50 Government personnel per iteration.
  • Develop CI High Value Individuals (HVIs) based on ACIC priorities through open-source and classified research.
  • Provide specialized expertise in qualitative and quantitative analysis to support analytically derived decisions regarding targeting and other options to enhance operational effectiveness of network attack efforts.
  • Participate in production, indications and warning, targeting, imagery, network analysis, counterintelligence, information operations, foreign disclosure, international engagements and threat analysis.
  • Initiate and conduct research efforts; plan, coordinate, and synthesize research to produce all-source intelligence products/responses.
  • Produce or provide support to the production of Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight operational potential where friendly and enemy elements intersect.
