Mid‑level CI Targeting Cell Support – USACIC

ANTICIPATED START: May 14, 2026
PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years
CLEARANCE REQUIREMENT: Active TS/SCI

Responsibilities
  • Develop CI leads through open‑source and classified source research based on Command Operational Guidance or region‑derived requirements.
  • Create targets and target systems for joint lethal and/or non‑lethal engagements; produce database records and intelligence products.
  • Produce all‑source analytic damage estimates, battle damage assessments, and assist with combat assessment requirements.
  • Conduct collateral damage estimation, target list management, target strategy development, and provide joint target intelligence support to deliberate and dynamic target engagements.
  • Recommend target prioritization to achieve commander objectives for plans and operations.
  • Provide database nominations, updates, and upload target models into databases.
  • Deliver counter‑intelligence leads as a Target Nomination Package to supported elements.
  • Prepare and provide Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages highlighting operational potential at the intersection of friendly and enemy elements.
  • Research, analyze, and recommend liaison efforts with operational and support elements, external intelligence agencies, and federal law enforcement to foster cooperation.
  • Pass HUMINT leads derived from CI leads to appropriate HUMINT elements.
  • Provide CI targeting methodologies training in the Fundamentals of Human Targeting Course (FHTC) up to 12 times a year for 16 Government personnel per iteration.
  • Provide training on CI targeting methodologies to internal and external agencies up to 15 times per year for 50 Government personnel per iteration.
  • Assist organizations in understanding how CI targeting works and appropriate applications.
  • Develop CI High Value Individuals (HVIs) based on ACIC priorities through open‑source and classified research.
  • Apply qualitative and quantitative analysis to provide an empirically supported basis for targeting decisions and enhance operational effectiveness of network attack efforts.
  • Participate in production, indications and warning, targeting, imagery, network analysis, counter‑intelligence, information operations, foreign disclosure, international engagements, and threat analysis.
  • Initiate and conduct research efforts; plan, coordinate, and synthesize research to produce all‑source intelligence products and responses.
  • Support production of Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate.
Required Qualifications / Skills
  • Minimum education and years of experience:
  • High School Diploma – 12 years of relevant experience, at least part within last 2 years.
  • Associate Degree – 10 years of relevant experience, at least part within last 2 years.
  • Bachelor’s Degree – 8 years of relevant experience, at least part within last 2 years.
  • Master’s Degree or higher – 6 years of relevant experience, at least part within last 2 years.
  • A minimum of four years of experience as a CI/HUMINT targeting officer OR a bachelor’s degree and completion of a foundational targeting course (e.g., JCHATC, OHTC/HTTS, or IC agency Targeting Officer certification).
  • Minimum one year of experience in China, Russia, Iran, or North Korea.
  • Experience utilizing all intelligence disciplines in planning, execution, and support of sensitive collection operations, including direct support to operational military or IC elements.
  • Additional experience supporting joint and/or interagency operations is preferable.
