Lee County Natural Resources is seeking a Surface Water Manager
The Surface Water Manager position serves as the supervisor/manager of the County’s Surface Water Program and works independently under limited supervision. This role requires a Professional Engineer (P.E.) license and provides technical support to the Natural Resources Department, other County departments/divisions, and outside agencies regarding stormwater management and water resource issues.
The Surface Water Manager is responsible for providing technical support to the Division of Natural Resources, other County departments/divisions, and outside agencies on stormwater management and water resources issues. Key responsibilities include:
- Review development plans such as Lee Plan Amendments, Zoning, and Development Orders with a focus on stormwater management.
- Coordinate with County staff and outside agencies regarding stormwater-related issues.
- Manage Capital Improvement Projects (CIP) and oversee both CIPs and Neighborhood Improvement Projects (NIP).
- Stay current with advancements in hydrology and hydraulic engineering, including modeling techniques and software.
- Provide customer service through the Request for Action (RFA) system by:
- Assigning staff as needed to address citizen drainage complaints/concerns.
- Coordinating with LCDOT and other agencies to develop CIPs and NIPs based on RFA requests and other sources.
- Assist with FEMA Flood Insurance Study revisions, including review of LOMR, CLOMR, No-Impact Analysis, and Coastal Risk Map Development.
- Supervise hydrological data collection and QA/QC processes, including analysis of rainfall, flow, groundwater, and water quality data for statistical inference.
- Lead and supervise staff in the Surface Water Section by:
- Monitoring and assigning workloads.
- Supporting professional development and training initiatives.
- Education:Bachelor’s degree in Civil Engineering, Environmental Engineering, Water Resources, or related field.
- Experience:Requires a Bachelor's Degree in engineering or closely related field
- Driver's License:Possession of a valid driver's license with an acceptable driving record is required
- Professional Engineer (PE) license required.
Preferred Requirements:
- Master’s degree in Engineering, Environmental Science, or related field.
- Experience with hydrologic/hydraulic modeling software (e.g., ICPR, SWMM, HEC-RAS).
- Familiarity with FEMA floodplain mapping and the National Flood Insurance Program (NFIP).
- Experience working with local governments and regional water management districts in Florida.
