Position Overview:

The Road & Bridge Senior Project Manager is responsible for overseeing maintenance projects across the county, managing design, construction, and inspection efforts. This role includes evaluating financial and contractual statuses, identifying risks, and ensuring projects are delivered on time and within budget. It requires a blend of strong project management skills, technical expertise, and the ability to work collaboratively with various stakeholders.

The Road & Bridge Senior Project Manager ensures the successful delivery of projects while adhering to all legal, regulatory, and financial requirements with a focus on delivering quality projects that benefit the community.

Key Responsibilities:

Project Management:

* Act as a project manager for various road and drainage right of way maintenance projects within public road rights-of-way, including asphalt road resurfacing, repair and preservation, pavement marking, guardrail, right of way mowing, tree trimming, landscaping and irrigation maintenance, concrete flatwork repair and maintenance of drainage facilities.

* Manage contractors, consultants, and other external entities to ensure work products meet contract terms and conditions.

* Track and evaluate project progress, ensuring compliance with local, state, and federal regulations and requirements.

* Coordinate construction management and inspections, ensuring adherence to safety practices, project specifications, and quality standards.

* Conduct site inspections to monitor project status, track progress, and maintain safety protocols.

* Prepare detailed cost estimates, scopes of work, item quantity calculations, proposals, and bid packages for projects.

* Identify and mitigate risks to ensure projects are completed on time, within budget, and without compromising quality.

Design & Compliance:

* Knowledge of Florida Department of Transportation standards for maintenance of streets and highways, maintenance of traffic and road and bridge construction and design standards.

* Assist in the preparation and coordination of scopes of work with county consultants, contractors, and other stakeholders.

* Facilitate and lead meetings, including planning, design, pre-bid, and pre-construction meetings, ensuring all stakeholders are aligned.

* Serve as a liaison between field operations, county departments, contractors, and other relevant agencies to ensure smooth project execution.

Stakeholder Communication & Reporting:

* Prepare and deliver project-related presentations, ensuring clear and concise communication of progress, risks, and opportunities.

* Respond to inquiries from stakeholders, providing timely and accurate information.

Financial &

Risk Management:

* Monitor project budgets, track expenses, and identify cost-saving opportunities.

* Evaluate and manage project risks, ensuring effective mitigation strategies are in place to avoid delays or cost overruns.

* Ensure financial reporting aligns with county policies, maintaining transparency and accountability.

Leadership & Coordination:

* Coordinate efforts among cross-functional teams, ensuring clear roles, responsibilities, and deadlines are understood.

* Provide leadership and guidance to junior staff and project teams, fostering collaboration and continuous improvement.

* Act as a point of contact for escalated issues or challenges, providing effective solutions to keep projects on track.

* Financial and Contract Management - Proficient in preparing cost estimates, managing budgets, processing payments, and ensuring adherence to contract terms and conditions.

* Technical Proficiency - Expertise in engineering and construction management, with the ability to review and analyze technical data, plans, and reports effectively.

PHYSICAL REQUIREMENTS:

Ability to lift and carry up to 20 pounds occasionally and 10 pounds frequently. Frequent walking and standing, with some tasks requiring bending and reaching. Ability to perform tasks involving light physical exertion, including handling tools and materials. May involve extended periods of standing or moving within the workspace.
