Job Summary

The incumbent manages the procurement process for the Agricultural Research Department, ensuring timely processing of purchase orders, pre‑checking requisitions, expediting orders, advising on statewide contracts versus open‑market purchases, obtaining signatures, and maintaining order records. The role supports the Procurement Office staff and handles occasional travel for training and meetings.

Essential Duties / Responsibilities
  • Ensure prompt processing of purchase orders for the Agricultural Research Department.
  • Pre‑check requisitions for accuracy in item descriptions, NIGP codes, account codes, supporting documentation, and valid current quotes.
  • Notify requesters and end users if corrections or additional documentation are needed; reopen requisitions or cancel as required.
  • Expedite requisitions into purchase orders, select PO types, add comments and documentation, and review suppliers' addresses.
  • Assist requesters with requisition entry issues and requirements.
  • Guide end users on whether to order from a statewide contract or an open‑market purchase.
  • Obtain signatures from the procurement director for dispatched purchase orders and post POs to the O drive.
  • Distribute email copies of POs to requesters and suppliers, and notify the Accounts Payable department when POs are posted.
  • Maintain a spreadsheet of all processed purchase orders.
  • Follow‑up on outstanding purchase orders, notifying the procurement director of completion or remaining open processing.
  • Support other Procurement Office staff activities as needed.
  • Perform related duties as assigned by supervisor.
Minimum Qualifications / Knowledge / Skills / Abilities
  • Bachelor's degree in a related field.
  • Minimum two years of procurement experience using People Soft Financials.
  • Organized, detail‑oriented and results‑oriented.
  • Good communicator and team player, able to work across multiple departments.
  • Excellent problem‑solving skills, personal initiative, and foresight to analyze and solve problems.
  • Strong time‑management skills: ability to multi‑task and prioritize duties.
  • Ability to work under deadline pressures.
  • Understanding of internal and external customer needs.
  • Knowledge of computer and job‑related software programs.
  • Technology troubleshooting skills.
  • Ability to travel to trainings and attend professional meetings or conferences occasionally.
Preferred Qualifications / Knowledge / Skills / Abilities
  • Georgia Certified Purchasing Associate (GPCA) Certificate or willingness to obtain within seven months of employment.
  • Knowledge of Georgia procurement policies and procedures (Order of Precedence, GPM, NIGP Codes, OCGA, GPR, DOAS).
  • Knowledge of federal guidelines related to buying services and goods with federal funding.
