Drainage Inspector – Allen County War Memorial Coliseum

Under the direction of the Inspection Supervisor, the Drainage Inspector conducts inspections and upkeep of drainage systems within Allen County. They enforce compliance with regulations, gather data, and report drainage concerns. The role also involves conducting drainage surveys and assisting with complaint investigations. This position is covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.

Functions
  • Conduct thorough investigations and document the current condition of drainage infrastructure, including swales, ditches, structures, and pipes/tiles.
  • Utilize historical archives to determine the location of existing drainage infrastructure and compare findings with field investigation results.
  • Engage in effective communication with residents to address drainage issues and maintain detailed records of meeting discussions.
  • Take charge of resolving complaints by initiating necessary actions, such as drafting job requirements and advertising bids, and ensure appropriate follow‑ups.
  • Manage files pertaining to repairs and payment history, as well as organize photo files.
  • Collaborate with contractors on construction projects, setting grade requirements and ensuring compliance with construction plans.
  • Identify and address instances of broken or failed stormwater structures, implementing maintenance or replacement measures as needed.
  • Hold meetings with relevant individuals, groups, or agencies to discuss problems, proposals, and plans related to drainage ways and structures.
  • Perform all other duties as assigned, including overtime as required.
Requirements
  • Associate’s Degree in Construction, Engineering, or Surveying, and three years of experience in construction, pipe installation, inspection, or a related field preferred.
  • Strong organizational skills to schedule and staff pipe installation inspections.
  • Ability to communicate complicated information verbally to contractors, the general public, and co‑workers.
  • Strong computer skills with the ability to use Microsoft Office and other job‑related software.
  • Valid Driver’s License to operate a county vehicle.
  • Strong organizational abilities to effectively manage and oversee contracted drain projects.
  • Proficient in reading blueprints and plans, facilitating the translation of paper designs into physical locations and dimensions in the field.
  • Strong customer service skills to address the public’s inquiries and concerns.
  • Proficient computer skills, including Microsoft Office and other relevant software applications required for the job.

The Drainage Inspector uses a standardized approach, applying specialized knowledge to investigate and document the present state of drainage infrastructure, including swales, ditches, structures, and pipes/tiles. The inspector must adhere to specific guidelines while researching historical records to determine the location of existing drainage infrastructure and compare those findings with field investigations.

Responsibilities

Working Conditions / Physical Demands

Duties are performed in both office and field environments, requiring frequent walking, typing, meticulous attention to detail, and comprehensive inspections. Exposure to extreme temperatures, hazardous equipment, and noise is common. Occasional tasks may include lifting objects weighing up to twenty pounds, standing, bending, pushing/pulling loads, kneeling, mental/visual focus, equipment monitoring, transcription/proofreading, and exposure to chemicals, unpleasant odors, and fumes.
