Essential Functions
  • Perform field inspections of commercial and residential plumbing projects for compliance with building codes and design requirements, issuing notice of violation and/or corrective action if necessary.
  • Work with contractors, designers and owners regarding code requirements, including explanation, gaining cooperation, and compliance for all corrections and violations.
  • Review routing requests and prepare reports of inspection findings, complaints, and follow‑up visits.
  • Receive, investigate and resolve special complaints/problems concerning plumbing systems.
  • Perform follow‑up inspections of sites in violation of codes to determine if compliance has been met.
  • Interpret, understand and explain all pertinent information concerning plumbing installation and construction requirements including local and state codes.
  • Perform all other duties as assigned, including overtime as required.
Requirements
  • High School Diploma or GED with more than eight years of experience in the plumbing trade.
  • Valid Allen County Contractors License or equivalent from another jurisdiction and a State of Indiana Plumbing License or equivalent.
  • Valid Driver’s License to perform field inspections utilizing a county vehicle.
  • Availability to be on call 24 hours for 2 weeks per year after the probationary period.
  • Ability to understand and communicate electrical codes to contractors and owners.
  • Basic computer and typing skills.
  • Basic math and measuring skills using tape measures and levels.
Performance Expectations

The Plumbing Inspector is expected to conduct thorough inspections of both commercial and residential plumbing projects, ensuring compliance with all local and state plumbing codes. The inspector is responsible for effectively communicating with contractors, designers, and building owners to address any code violations and to ensure corrective actions are taken. Performance expectations include preparing detailed reports of inspections, resolving complaints related to plumbing systems, and conducting follow‑up inspections to verify compliance.

The inspector must demonstrate proficiency in understanding and interpreting plumbing codes and installation requirements, utilize basic math and computer skills, and be available for on‑call duties when required.

Responsibility

The Plumbing Inspector provides substantial contributions when providing explanation and guidelines of state and local codes. Deviations from guidelines must be referred to the supervisor. Work is reviewed for soundness of judgment and conclusions.

Personal Work Relationships

The Plumbing Inspector maintains frequent communication with other county employees, other county and government agencies, contractors, and the general public when conducting inspections and explaining, interpreting, and enforcing codes.

Working Conditions/Physical Demands

The Plumbing Inspector performs field inspections, exposed to various weather conditions and physical hazards normally associated with construction sites and other inspection areas. Frequent typing, attention to detail, monitoring equipment, detailed inspection, and transcription/proofreading are required. The Plumbing Inspector performs work that requires lifting, reaching over head, kneeling, and climbing ladders with frequent bending, walking on uneven surfaces, and exposure to noise and dangerous equipment.

Licensing

Valid Inspector Certification within one year of employment or Inspector Certification in lieu of Allen County Contractors License. Valid Driver’s License to perform field inspections utilizing a county vehicle.
