In Fort Worth ISD, a Structured English Teacher (SET) plays a critical role in supporting elementary ESL and Dual Language Newcomer (0–2 years in US schools) students and students who may be at risk of becoming Long-Term Emergent Bilingual students (5+ years in US schools with limited growth in the TELPAS assessment). Both of these groups of students have significant linguistic and academic needs, and the SET is instrumental in ensuring they receive targeted, high-quality instruction that accelerates their English language development through data-informed instruction, family engagement, and professional collaboration.
The SET also helps create a supportive and co‑teaching environment where Emergent Bilingual students can thrive both linguistically and academically.
- Provides direct engaging and systematic lessons focused on foundational English skills, including grammar, vocabulary, reading comprehension, and writing, to support students' academic growth and language proficiency.
- Oversees the prevention of long-term emergent bilingual (LTEB) status by implementing proactive, research-based instructional strategies that accelerate English language acquisition and support academic integration.
- Promotes a classroom environment that is safe and conducive to student learning through co‑teaching and small group setting.
- Under the guidance of the Elementary Emergent bilingual team, strategically develops a student caseload and monitors and adjusts it utilizing various district assessment data.
- Collaborates with general education teachers to develop accessible Tier 1 instruction.
- Facilitates language acquisition instruction for Elementary Emergent Bilingual students by providing high-quality English language development instruction with a focus in the areas of reading, writing, speaking, and listening.
- Develops and monitors progress of student English Language Development (ELD) goals in collaboration with the teacher of record and LPAC committee.
- Designs instruction aligned to the students ELD goals while implementing a co‑teaching classroom instructional model to meet student's needs based on language proficiency.
- Collaborates with the campus leadership team to build school‑wide capacity of best practices for Emergent Bilingual learners by facilitating professional development and planning sessions for EB success.
- Assists with the administration of all state mandated testing for Emergent Bilingual (EBs)
- Facilitates progress monitoring of ELD instruction and interventions through FWIDS’s MTSS process.
- Observes student behavior outside the classroom at designated times, between classes, and at assigned duty stations; takes necessary action when appropriate.
- Attends training as needed; as requested by the campus principal, coordinator and/or director.
- Additional duties as assigned.
