Summary

This position serves as a liaison between FTA Headquarters and the Regional Office (TRO), performing a myriad of safety, oversight and compliance activities to advance FTA’s safety mission. The role works with recipients, regional and HQ staff on safety and enforcement concerns discovered in program areas, coordinates with stakeholders to provide information for safety compliance during technical reviews, and for related activities.

Duties
  • Serve as the liaison between Regional Offices and TSO Headquarters as part of the Safety Management Process by providing advice in identifying, reviewing, and escalating safety issues.
  • Provide communication and liaison support between Regional Offices and TSO.
  • Support recipients and the region in safety grant applications, project implementation, inspection, oversight, and coordination activities.

The ideal candidate for this position is a motivated, experienced, and self‑reliant professional with exceptional communication skills, analytical abilities, and a customer‑service mindset. This candidate will also be willing to travel 25–30%.

CONDITIONS OF EMPLOYMENT

  • Selective Service:
    Males born after 12/31/1959 must be registered for the Selective Service.
  • Government Travel Card:
    This position involves travel. A government contractor‑issued travel card will be issued.
  • Probationary Period:
    You must complete a one‑year probationary period (unless already completed).
  • Time‑in‑Grade:
    Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time‑in‑grade restrictions.
  • DEU Requirements:
    Applicants selected under delegated examining procedures may be required to successfully complete a one‑year probationary period (unless already completed).
Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, and (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS‑13, you must have at least one year of experience equal or equivalent to the GS‑12. It must include:

  • Experience utilizing analytical and evaluative methods and techniques to conduct analytical studies and/or projects relating to transit safety‑oriented programs.
  • Experience interpreting, drafting, reviewing, and editing guidance or regulations.
  • Experience communicating information to internal and external stakeholders.

To qualify for the GS‑14, you must have at least one year of experience equal or equivalent to the GS‑13. It must include:

  • Experience utilizing, managing, and reporting analytical and evaluative methods and techniques to conduct analytical studies and/or projects relating to transit safety‑oriented programs.
  • Experience interpreting, drafting, reviewing, and editing guidance or regulations across the agency.
