ResponsibilitiesCoordinates Tarrant County's Office of Emergency Management and the Inter-Jurisdictional Emergency Management Program, including planning for emergency responses, coordinating services during emergencies, and maintaining ongoing City-County relationships to ensure readiness. Serves as the primary contact for county-wide coordination for response, resources, and information relating to emergencies and disasters affecting County citizens, municipalities, County Government employees, and County property. Reports to the County Administrator.
SupervisorResponsibilities
- Coordinates the organization and operations of the Tarrant County Office of Emergency Management and the Inter-Jurisdictional Emergency Management Program. Supervises and directs Emergency Management staff and related projects and activities. Provides direction to and mentors Emergency Management interns.
- Coordinates processes for emergency and disaster declarations, advises the Court on recommended activities to provide response and recovery assistance, and works with local, state, and federal responders to ensure a coordinated effort for citizen and County property safety.
- Works with municipal emergency management offices to establish and maintain county-wide emergency preparedness programs covering mitigation, planning, preparedness, response, and recovery. Coordinates county-wide response, external assistance, and requested resources in the event of a disaster. Coordinates County personnel at municipal EOCs during activations.
- Updates and maintains the published Tarrant County Inter-Jurisdictional Emergency Management Plan in cooperation with the Tarrant County Emergency Managers Group and the Public Safety Steering Committee. Develops and maintains policies and procedures for County Government responses to emergencies and disasters.
- Monitors hazards and emergency/disaster situations. Oversees the implementation of Emergency Operation Plans. Coordinates the development of essential personnel authorization lists for building access to County facilities during emergencies and maintains these lists as needed. Activates and directs the emergency management staff during times of emergency.
- Develops and maintains relocation plans for all County facilities in cooperation with Facilities Management during emergencies or disasters requiring relocation.
- Participates in the development and administration of the assigned program budget; forecasts funds needed for equipment, materials, supplies, and emergency staffing. Monitors expenses, approves funds, and briefs Commissioners Court on crises relocation, first response expenses, disaster recovery costs, and facilities-related expenses used for emergency responses and sheltering events.
- In cooperation with Budget, County Auditor, and Purchasing, develops a system to allocate funds with an approved process and chain-of-command. Works with outside agencies and vendors during disaster response and recovery for quick resource acquisition (contracts and mutual aid agreements).
- Manages grants related to Homeland Security and Emergency Management. Seeks additional grant funds for emergency planning and preparedness programs. Monitors grant program implementation and related activities as required.
- Plans, conducts, and evaluates emergency drills and exercises as needed. Provides training for County personnel related to emergency preparedness, first response, disaster recovery, weapons of mass destruction, and incident command.
- Coordinates, educates, and trains a County Damage Assessment Team to provide initial damage assessments. Uses current standard damage assessment forms for coordinated reporting of county-wide damage totals. Assists in compiling damage assessments from affected areas across the County.
- Works with emergency management staff and County departments to maintain emergency response technology and equipment and ensure readiness of each.
- Delivers presentations on Tarrant County's emergency preparedness and response programs. Assists in developing countywide public awareness and notification programs to encourage citizen disaster preparedness.
- Provides County input and assistance by serving on various committees with local, regional, state, and federal entities to ensure a coordinated multi-jurisdictional response.
- Performs other related duties as required.
