Position Overview

The Regional Safety Director is accountable for leading and overseeing all aspects of RATP Dev USA's safety programs across transit locations. This role ensures the effective execution of RATP Dev corporate and location-specific Agency Safety Plans (ASP), including strategies, policies, and practices for advancing safety performance at every RATP Dev USA location.

The Regional Safety Director brings demonstrated expertise in applying robust Safety Risk Management (such as MIL-STD-882E), identifying, evaluating, and mitigating safety risks proactively. They use Safety Assurance practices to assess the success of risk mitigations, investigate events thoroughly, conduct root cause analyses, and develop corrective and preventive actions that result in measurable, sustainable improvements to reduce safety events and injury rates.

This position requires significant experience implementing corporate safety policies, regulatory requirements-including those from the Federal Transit Administration (FTA) and the Occupational Safety and Health Administration (OSHA)-National Transit Database (NTD) reporting, and drug and alcohol program compliance.

Expertise in interpreting Safety Key Performance Indicators (KPIs) and leveraging incident and claims data is essential for this role. The Regional Safety Director must be able to regularly review performance, adapt mitigation strategies, and drive continuous improvement in a systematic and transparent way that strengthens the organization's overall safety culture. The role also involves conducting regular facility audits, organizing safety meetings, and delivering staff training on key safety requirements.

This position also serves as a regional point of contact, facilitating communication and coordination between corporate leadership, location management, and external regulatory partners. The Regional Safety Director is a driven, collaborative, and results-focused leader who adapts communication and facilitation styles to engage teams at all levels, efficiently leads safety committees and workshops, and is committed to achieving meaningful safety outcomes.

Essential Duties and Responsibilities

• Ensure all locations comply with federal, state, local, and client safety regulations, including FTA, Department of Transportation (Use the "Apply for this Job" box below). OSHA, and other applicable mandates by overseeing site-level safety policies, regulatory adherence, and safety management system implementation.

• Lead the development, implementation, and monitoring of Safety Management Systems (SMS), hazard identification programs, safety assurance plans, and required safety standards across all locations.

• Provide leadership and support to general managers and safety leaders in hazard identification, risk mitigation development, incident investigation, and corrective action implementation to prevent recurrence and advance safety culture.

• Oversee operator training, telematics and coaching programs, ensuring comprehensive, ongoing education in defensive driving, passenger management, emergency procedures, and other operational safety practices.

• Manage compliance with drug and alcohol testing programs, including administration, training, and regulatory reporting, to meet federal and company requirements.

• Collaborate with locations to measure the effectiveness of risk mitigations and training initiatives, using data-driven action plans supported by audits, inspections, performance monitoring, and site visits to sustain safety improvements and compliance.

• Analyze regional safety, claims and incident data to identify trends, prepare detailed safety reports for internal and external stakeholders, and guide proactive safety initiatives and continuous improvement efforts.
