OUR HUMAN RESOURCES TEAM:Headed by a Human Resources Director, the Fountain Valley Human Resources Department is a small but mighty team of professional staff, including a Human Resources Manager, a Senior Human Resources Analyst, two (2) Human Resources Analysts and three (3) Human Resources Technicians (one of which is a newly budgeted position).
ABOUT THE ROLE:The City of Fountain Valley is seeking a detail-oriented and tech-savvy Human Resources Technician to join our dynamic Human Resources Team. In this role, you will serve as the essential link between our employees and the organizational systems that support them. You will be responsible for a wide range of technical, clerical, and administrative functions, and help bridge the gap between core Human Resources functions by ensuring processes such as recruitment, onboarding, classification and compensation, and benefits administration operate efficiently.

In addition to the key responsibilities listed above, this position also performs the following essential duties:
- Assist in the administration of the recruitment, testing and selection process to include scheduling and coordinating written exams and interviews, posting advertisements, proctoring exams, preparing interview materials and candidate notifications.
- Assist in the coordination of pre-employment screenings, new hire orientation, benefit/wellness fair, employee services awards, and safety trainings.
- Assist with department invoice processing in the City's financial software system.
- Maintain employee files to include personnel, medical, and background files.
- Process and track Personnel Action Forms.
- Assist with benefit administration, including processing insurance enrollment changes, reviewing and preparing benefit statements, and assisting with the annual health fair for employees.
- Provide administrative support to Human Resources, including preparing correspondence, memoranda and reports, processing mail, performing data entry and maintaining various schedules, records and logs.
- Provide a high level of customer service to external customers, employees and retirees.
- Respond to questions and provide information concerning various personnel policies and procedures.
- Oversee and maintain the Department's subject files and Destruction of Records program. Ensure that records are purged as required.
- Participates in the collection of data for studies, reports and surveys.
- Prepare written and/or oral reports and recommendations on assigned projects.
- Prepare and maintain a variety of records, reports, and other documentation.

EDUCATION:An Associate's degree or the completion of the equivalent of 60 semester units at an accredited college or university in Business or related field.
EXPERIENCE:One (1) year of general clerical experience, preferably in a Human Resources setting.
KNOWLEDGE OF:Business English, grammar, punctuation, spelling, arithmetic, vocabulary, composition and proper format.
REQUISITE ABILITIES/SKILLS:
- Must possess a strong customer service orientation and be a team player.
- Operate a computer and a variety of software including Outlook, Word, and Excel.
- Plan effectively, prioritize assignments, and meet deadlines.
- Establish and maintain effective working relationships with managers, fellow employees, public officials, and the general public.
- Communicate effectively both orally and in writing.
