Position OverviewThe Celestar Corporation is seeking Technology Protection Engineers – Level III to support the U.S. Army Intelligence and Security Command (INSCOM), Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) in Huntsville, AL. Responsibilities include support in development of security related documentation to include Science & Technology Protection Plans (S&T PP) and Program Protection Plans (PPPs), critical technology reviews, and threat/mitigation plans that utilize a systematic approach to technology protection, intelligence analysis, and multi‑discipline security specialist support to provide risk mitigation across the Army.
Responsibilities- Engineer Specialists III provide RTP training to all new ARTPC employees.
- Provide RTP engineering analysis, including Controlled Technical Information (CTI) identification, Critical Program Information (CPI) assessments, and Critical Function (CF) analysis, supply chain analysis, vulnerability analysis, and risk evaluation.
- Provide inputs to threat identification, security‑related protection measure development, and counter‑measures development recommendations based on engineering analysis results.
- Document results of the support and related meetings (other than recurring) in an ARTPC assessment/survey memorandum, AAR/Executive Summary (EXSUM), in the customer tracking database, and as part of the monthly status report (MSR).
- Work with government and contractor security specialists to develop an effective Interim/S&T Protection Plan and/or Program Protection Plan and ensure the plan is satisfactorily implemented at government as well as contractor facilities where CTI and/or CPI reside.
- Conduct CPI surveys, CPI assessments, Army Critical Technology – Identification (ACT‑) methodology reviews, and Cooperative Research and Development Agreement (CRADA) reviews as required.
- Develop, test, maintain, and operate a database/spreadsheet to support Cyber Incident Damage Assessment (CIDA) case management, metrics, and reporting, and provide a matrix on the CIDA workload.
- Bachelor's Degree in Engineering (e.g., mechanical, electrical, civil, chemical, aerospace, materials, etc.).
- Eight (8) years of engineering experience.
- Experience in briefing and interacting with SES/General Officer levels preferred.
- Exceptional oral and written communication skills to effectively interface with senior military officials, managers, and subordinates.
- Valid U.S. Passport.
