Starting Salary Range: $69,468- $75,598/Annually

$33.40 - $36.35/Hourly

Inspects and supervises water, sewer, and reclaimed infrastructure for third party development projects within the City of Franklin utility service area to ensure the Developers work conforms to the City’s approved plans and specifications. Inspects assigned capital improvement projects for the Department as they relate to project plans and specifications.

A. Inspection Duties
  • Performs inspections and supervision for third party development and various capital projects within the City.
  • Responds to questions from contractors on specifications and field conflicts; and providing solutions that are customer focused to solve field conflicts.
  • Coordinates work being performed with other City Departments to ensure a customer-focused approach to construction.
  • Performs TDEC mandated cross connection tests, valve tests, and fire hydrant inspections by physical operation.
  • Performs collection system main inspection through low-pressure pneumatic testing, deflection (mandrel) testing, vacuum testing, and others as required by the City of Franklin WMD Technical Specifications and accepted industry standards.
  • Performs water distribution testing of new lines through hydraulic testing and evaluation; including but not limited to tapping sleeve and valves, new main line connections, service line connections, fire hydrants, valves, air release assemblies.
  • For new mains, determine appropriate delineations to perform bacteriological testing as specified by AWWA and TDEC for bringing new lines and connecting mains into service as frequently collected by licensed Distribution System operators.
  • For existing mains, perform bacteriological testing on water distribution samples as mandated by TDEC requirements and collected as required by licensed Distribution System operators.
  • Conducts inspections of cured-in-place pipelining projects and manhole lining projects.
  • View closed circuit televised videos of main inspections and provides approval on acceptance of project.
  • Schedules water and sewer outages with residents and contractors as needed to include performing the “dry-run” scenarios with the Contractor, determining valve operability, and communicating with residents, Contractors, and the City the outage time and duration, in addition to performing the connection and necessary sampling for return to safe operations.
  • Performs and witnesses water flow testing from hydrants for system improvements and development requirements.
  • Create punchlists at the end of the project to ensure all project requirements have been met.
  • Spatially locates infrastructure using GPS units.
  • Troubleshoot, identify, and collaborate on issues found within the collection, distribution, and reclaimed system.
  • Oversees installation of fire lines, including testing and documentation as needed as per design drawings and coordinate with Franklin Fire Department.
B. Administrative Duties
  • Communicate via email to schedule meetings with Contractor and other necessary staff.
  • Organize and file project documents.
  • Records work activities as mandated by the State of Tennessee and Franklin Water Management Department to include work performed, workers & equipment present, and other information necessary for TDOT projects.
  • Creation, documentation, and completion of necessary TDEC paperwork for bacteriological testing in compliance with TDEC standards.
  • Completion of testing records for all new infrastructure.
  • Time management of daily activities and necessary scheduling to perform inspections,
  • Using electronic plan review portal, review as-builts of projects and ultimately provide approval of project for the City’s infrastructure.
