Water Resources Project Manager – Franklin, TN

Key Responsibilities- Lead environmental planning and permitting for complex transportation and infrastructure projects, ensuring integration of water resource considerations.
- Interpret and apply local, state, and federal environmental regulations to ensure compliance throughout project life cycles.
- Advise municipalities on environmental policies, technical standards, design manuals, and procedural guidelines.
- Oversee quality assurance and control for technical deliverables, including engineering reports, permit applications, and design documentation.
- Develop and manage scopes of services, budgets, invoicing, and financial forecasting for water resource and environmental projects.
- Provide technical mentorship, training, and performance oversight for junior and mid‑level engineering staff.
- Lead client engagement and business development initiatives, including proposal preparation, relationship management, and strategic growth planning.
- Bachelor’s degree or higher in Civil, Environmental, or Biosystems Engineering, or a closely related discipline.
- Licensed Professional Engineer (P.E.) in Tennessee, or ability to obtain licensure within a reasonable timeframe.
- Minimum of 10 years of experience in environmental compliance, permitting, and water resource engineering.
- Strong command of environmental regulations, including the Clean Water Act and state‑specific permitting frameworks, with experience applying them to complex project scenarios, especially in transportation/infrastructure.
- Established professional presence within Tennessee’s public sector, demonstrated through sustained relationships with regulatory agencies, municipal governments, and county authorities.
- Proven leadership in mentoring and developing junior staff, with the ability to provide technical guidance and constructive performance feedback.
- Exceptional project management skills, with deep understanding of task delegation, scheduling, budgeting, and resource optimization.
- Proven ability to manage staff utilization and allocate resources strategically to deliver high‑quality, client‑focused service.
- Strong verbal and written communication skills, with the ability to convey technical concepts clearly across various platforms.
- Collaborative mindset, able to contribute to and lead multidisciplinary teams while engaging in creative problem‑solving and critical analysis.
