Water Resources Project Manager – Franklin, TN

• Lead environmental planning and permitting for complex transportation and infrastructure projects, ensuring integration of water resource considerations.
• Interpret and apply local, state, and federal environmental regulations to ensure compliance throughout project life cycles.
• Advise municipalities on environmental policies, technical standards, design manuals, and procedural guidelines.
• Oversee quality assurance and control for technical deliverables, including engineering reports, permit applications, and design documentation.
• Develop and manage scopes of services, budgets, invoicing, and financial forecasting for water resource and environmental projects.
• Provide technical mentorship, training, and performance oversight for junior and mid‑level engineering staff.
• Lead client engagement and business development initiatives, including proposal preparation, relationship management, and strategic growth planning.

• Bachelor’s degree or higher in Civil, Environmental, or Biosystems Engineering, or a closely related discipline.
• Licensed Professional Engineer (P.E.) in Tennessee, or ability to obtain licensure within a reasonable timeframe.
• Minimum of 10 years of experience in environmental compliance, permitting, and water resource engineering.
• Strong command of environmental regulations, including the Clean Water Act and state‑specific permitting frameworks, with experience applying them to complex project scenarios, especially in transportation/infrastructure.
• Established professional presence within Tennessee’s public sector, demonstrated through sustained relationships with regulatory agencies, municipal governments, and county authorities.
• Proven leadership in mentoring and developing junior staff, with the ability to provide technical guidance and constructive performance feedback.

• Exceptional project management skills, with deep understanding of task delegation, scheduling, budgeting, and resource optimization.
• Proven ability to manage staff utilization and allocate resources strategically to deliver high‑quality, client‑focused service.
• Strong verbal and written communication skills, with the ability to convey technical concepts clearly across various platforms.
• Collaborative mindset, able to contribute to and lead multidisciplinary teams while engaging in creative problem‑solving and critical analysis.
