The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates for the Correctional Officer I entry-level position. This recruitment is ongoing and continuous and is a great way to begin a career with DPSCS. The position is the first level in a non-competitive promotion series (NCP). After one year of service and an initial probationary period, employees are promoted to Correctional Officer II with a 6% salary increase, in addition to any COLA or step increments approved by the MD General Assembly.

Hiring incentives include a $5,000 incentive for newly hired officers and a regional bonus of $2,500 for certain facilities. DPSCS recognizes veterans and provides applicable employment protections and options, including state service credits and military leave.

Main purpose of job

A Correctional Officer I is the entry-level position of custody, security, and supervision of adult incarcerated individuals confined in a correctional facility. Employees in this classification receive close supervision and do not supervise other correctional officers. Correctional officers are assigned to morning, evening, night, or rotating shifts.

Position duties
  • Physical Readiness and Annual Physical Recertification for Corrections Officers:
    Recertification includes demonstrating the physical capabilities required for defensive tactics to maintain safety during emergencies and in high-risk situations.
Essential job functions
  • Attend an entrance level training program certified by the Maryland Corrections Training Commission.
  • Exercise care, custody and control over incarcerated individuals.
  • Administer emergency medical assistance to incarcerated individuals and staff.
  • Perform physically demanding tasks (e.g., running, physical control, lifting).
  • Supervise incarcerated individuals participating in work, leisure activities, and formal programs.
  • Work overtime as required by operational needs and emergencies.
  • Communicate effectively verbally and in writing with incarcerated individuals and staff.
  • Analyze situations and provide appropriate solutions.
  • Provide care, custody and control of incarcerated individuals on an assigned shift.
  • Direct activities and maintain security in cell blocks, dining and work areas.
  • Observe incarcerated individuals from towers, corridors, or visiting areas.
  • Advise and guide incarcerated individuals in adjusting to institutional rules and regulations.
Minimum qualifications

Education:

High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209.

Licenses, registrations and certifications
  • A driver license is recommended but not required; some duties may require operation of a motor vehicle.
  • Some assigned duties may require a Class B Commercial Driver's License with passenger and air brakes endorsements valid in Maryland.
Special requirements
  • Must meet selection standards and complete training prescribed by the Maryland Correctional Training Commission during probationary period (Correctional Services Article, Section 8-209).
  • U.S. Citizenship or Resident Alien status
  • Must be at least 21 years of age
  • A completed background investigation
  • Oral interview and physical examination
  • Entrance Level Firearms Training (for hires on or after July 1, 2016) and periodic proficiency
  • Must be available for call-in 24 hours a day
  • Subject to substance abuse testing under Code of Maryland Regulations
Selection process

The interview and written assessment process is conducted virtually. Candidates meeting minimum qualifications will be scheduled for a virtual interview and written assessment, followed by Background Investigative processing. Successful graduates will attend the Entry Level Training Program at one of the MPCTC regional locations and then be assigned to facilities statewide.

Common disqualifiers include certain drug use, criminal history restrictions, driving record concerns, and military separation standards. These requirements ensure candidates meet state standards for certification.
